First and foremost president has prerogative power to appoint his security chiefs, as he is the Chief security officer of the country. The whole saga going on in NIA is a regrettably cause by the Staff themselves, mostly the directorship level. This institution staff supposed not to be seen nor heard, as what is supposed to be paramount in their mind is National Interest and not who get what and how. The recent development has put a lot of researchers and independent investigators at work, and many have developed a lot of scenarios to access and evaluate leakages in our security apparatus and Intelligence theatre.

The whole saga make me flashback at Rufai second identity as against how I knew him in Sudan/Darfur,if the news that he is from Research Department of MFA, then he is a perfect fit the job, as his cover was never blow during those field missions tasking and tour of duty.
As a senior security consultant and retired Director in one of Nigeria Intelligence community, I once worked for UN operations as a service provider(Security and Peace building in Fragile Nation in Africa), in Dec 2005 to be specific, I was in Africa Union Special Representative in Sudan,(Amb. Baba Gana Kingibe) office in Khartoum when a Major Moji from Nigeria Army walked into Babagana Kingibe office, that two Officers from MFA in Nigeria has arrived and waiting for their initial orientation. Questions being asked by Kingibe does not in any way showed or suggest that there is any relationship between the duo and kingibe demand professionalism and hard working to be able to fit into the system. It was ridiculous from NIA directors that Rufai was Kingibe Personal assistance, as UN-AU system does not give room for personal aggrandism.
Rufai has been representing his country in many international fora without anybody asking questions but why now they a crying foul play, this shows how those in that house are selfish and self-centered and put their personal interest above that of the nation, by which they swear an oath to protect.
It’s very amused about his dual Nationality, the scenario is not well dissected, they are looking at one side of the coin, by tagging him as a mole but failed to look at the advantage in other way, as this may allowed him and Agency to have intelligence in-road and influence to those countries they accusing him of having Nationality and marital commitment with. Do they know that Intelligence is not only about fore knowledge but also for the Economical, Political, and well-being of the nation. We stand to benefit a lot from Morocco in diplomacy terms, while Chad will feel relax and will see Nigeria as ally, as this is already taking place in the recent feat in Boko Haram operations in far North.Things are getting better between Nigeria and Chad in military alliance and morocco is extending his olive branch to Nigeria and ECOWAS as a member.
Failing promotion examination thrice, is a fallacy, from investigation, there is what called PHD (Pull Him Down) factor in NIA promotion examination. As, staff were not allowed to have access to their examination scripts, after the exams. DG has right to use PHD factor for any staff they are targeting from getting promotion to next level or when you resign from the service after doing your promotion examination, in these two scenario you can be deprived from getting promotion. Rufai never failed exam, former DG Oladeji set a cutoff point and said Rufai never met the cutoff point to director level but at the same time promoted someone who got point far below Rufai as director. For him to asked the DG OLADEJI to allow him to have access to his examination papers and documents, and explanation for reason why who got far below him was promoted was refuted. When Oladeji was hatching negative plan against him, he followed a reasonable step, he resign and face his international career.
This later have negative effect on other staff working in International Organization for Nigeria. Oladeji was furious he order all of them to returned back to Abuja or resign from service, this has a major setback for the Nigeria presence in international organization due to personal motivation and wickedness. Ayo Oke also, resumed continuing from where Oladeji stopped his destructive job of our dear Agency. They all knew Rufai never failed the exams and how many of the present Directors sound intellectual more than Rufai in all ramifications e.g Intellectual excellence, Charismatic, flair for languages, International exposure, working experience in International Organization, etc
Very funny that they are threating the leakage of information to external or hostile intelligence service, they should know the implication of such; you have sworn to an oath of secrecy, this is not a reasonable ground to prevent Rufai from easing them from service, if Rufai decided to do so. This is an empty threat
They are justifying their continue existence on the fact that millions of dollars has been used for their training, but forget that the same people sat at the panel where middle career officers were eased out of service without ground for defense, for a little administrative issues that can be subjected to sanctions instead or modify the rigid policy that seems not relevant to the Agency, in those cases they never thought of Nigeria spending millions of dollars on those officers training and possibility of leaking the system working mechanism to outsiders?
These cases of nepotism, sacking, stealing, corruption etc. was rampant during Oladeji and Oke regime but can likes of Oke and Oladeji walk freely in Abuja or in Lagos as their predecessor would do,the answers is big NO, as they have soiled their hands with corruption and cannot practice what they preach when in service.
The former DG Mr. DAUDA should remain as a gentleman and stop the rumor that Rufai and Kingibe demanded money from him, while in office for their girlfriends’ holiday. This is too childish, as no one will belief that the duo asking for money for their girlfriend holiday overtly.Number one Spy master must be quiet and let professionalism guide his utterance even in face of provocation. Going to give evidence in parliament was uncalled for.
ADVICE
Rufai should look at the case of NIA staff rules and run it as Intelligence Organization and not like Ministry, and deviate from wicked clause used to limit the officers in their career progression and modify those obnoxious policy in the system.
Ease out from service any obstacle that is clogging the wheel of progress from the service, either middle or senior staff, to inculcate discipline once and for all.
Reduce the litigation cases against the Agency from the staff and set internal working mechanism to be chair by you to look into individual problems and grievances and use wisdom to settle them. The exposure of the system is too much after the Oke dollar saga.
As affected you in the past, let be a platforms where staff can have access to their exams result, so as to promote transparency. Review all the promotion exams complaint since the era of Oladeji and Oke , from source, some who are pronounced fail was done in bad fate and try and correct any genuine cases, if any, to promote fair play.
Reconcile with staff that unjustified left the agency and review their case individually.
Invest more on genuine illegal networks, unlike Oke who claimed he was promoting illegal network but nothing to show for his claim, when caught.
Let staff welfare be paramount during your tenure, let non post able staff has a stake, and proud to serve their fatherland, despite the risk being expose to, being NIA staff.
Break all status quo, let transparency be your watch word, be guided by your conscience and fear God in all your dealings and it shall be well with NIA, Nigeria will arise and shine again.
