The difference is that side has relatively clean streets so you'd be unwise to litter when there's no litter; moreover they have trash cans and working waste disposal.

Here, however, the entire street and open gutter is a dump site. Even if there's a trash can, it takes a month before they come to clear it, so where do you want me to put my trash.

Now in this case, the street looks pretty clean, and from the sound of it, there's a dustbin nearby...
