What many Nigerians need to understand how our law enforcement officers work. Our law enforcement officers carry out mainly reactive investigations, whereby a petitioner(s) makes a petition or make a charge against someone. This prompts law enforcement officers to carry out investigation and proceed to either charge the case to court, consider remediation against aggrieved parties or discharge the case based on the circumstances. This kind of investigation is also carried out in many countries.

On the other hand, our law enforcement officers do not carry out speculative or proactive investigation, where they speculate that a crime/criminal may have committed or the criminal is committing a crime even though charges are yet to be brought forward. The reason for this is not clear. One reason maybe due to lack of manpower and/or resources, another reason maybe due to insufficient technological tools or the knowledge to use technology to fight crime.

The inability of law enforcement officers to carry out speculative/proactive investigation has seen some many crime thrive in Nigeria, such as Advance Fee Fraud a.k.a 419, Yahoo-Yahoo etc. and allowing perceived criminals to walk freely without fear.

In many western countries, where there is an indication that someone is a criminal, preliminary investigation is carried out to ascertain the veracity, extent and effect of such person. I think Nigerian law enforcement officers need to implement this investigative style which will go a long way to curb crime rather than carry investigations when the crime has already been carried out.
