Simple ! You simple have to setup the wifi in your shops. People who pass near you will login with Facebook. Then have internet access with restrictions to speed, time and amount of data that they can use.

Security issues are imminent using public wifi. A summary of how to protect yourself can be seen here https://www.kaspersky.com/resource-center/preemptive-safety/public-wifi-risks.

However, the solution is built to logically separate your network access from other members which therefore restricts any member of the network from reaching your connected device. Also, the time it takes for a complete hack of the system is not sufficient as the connection will time out after certain attempts.

Most important point to not is that IT Security experts always warn that you never access important sites without HTTPS prefix. User education is the best way to prevent security worries over wifi.
