Yes, you can create for your mom and use that. I have a Payoneer account and also set up for four people.

When their cards were sent to me they were in my possession for a while, along with the account details before those guys came to collect it.

Since I had the cards and bank details, I could have transacted on those accounts if the need ever arose (like me helping someone who was a novice).

Already answered this before,it's not that difficult Except the Process as changed which I don't think it has cos it's been a while i helped register a payoneer account.
