This lady's story is a proof that there are no arrangements whatsoever for the physical challenged. That is too bad.

Yes, you are right. They should be given a chance to make their own choices and pick states where they have relatives who can assist them during the whole time. The challenged can't continue to hope on an Ogechi to help out.

Better still they can be given an exemption letter.

This is the Oge(time) to make changes.
