So I have this Camry 2000 droplight.

In serious hectic traffic jam, temperature falls below 1/4 marker.
On top speed, fast moving free flowing traffic, temperature rises to almost half marker.
Even with AC on.
Temperature has never exceeded the half marker though.
But....
I need explanation as I am confused.

Both fans works well

Check thermostat.

I just inspected both fans.... Although their oscillation isn't same but they both pull in air from the radiator i.e when I put a piece of paper on both front side of the radiator(each side representing each fan), it sticks.

no thermostat, fans are direct, radiator is blocked. Replace radiator.

Hello sir,

It is most likely that your thermostat has been removed ( I will not say stuck open, because this is Nigeria grin)
Most likely your fan has been wired to start running immediately the ignition is switched on
The test you did is a good indication that the airflow is correct ( paper sticking when placed front of radiator).
As long as you have never experienced overheating , you are safe( in the short run). The only concern is that your engine will take a much longer time to reach operating temperature( hence closed loop). This will in the long run accelerate engine wear .

Your best bet? Confirm is your thermostat is in place, ensure your radiator is not blocked or leaking, and rewire your cooling fans to factory specs.
