Priority first which is their earned allowance and short falls in their salaries. Secondly the upgrade of schools is still their top priority because teaching with bad facilities is a waste of time and energy. If they have to choose between the two, their allowances comes first. A reasonable government will not pay their allowances but have a total haul of the universities. Aside that, the representative of minister of education or its equivalent ought to monitor the progress made so far in the disbursement of fund. Feedback from students will assist in making sure the money are put into judicious use. If this government get this right, it will be a plus to them.
