No, once you withdraw your application it means that you're no longer interested and you will be unable to reapply so just leave it as it is, you might be lucky to get shortlisted even without the cover letter

There is a provision to include "other" documents. Can I include it here? since there is no other way to include it or should I just forget about including cover letter?

Yes you can add it but mind you it's not associated with the application you ve submitted...all those other documents will only be for your dashboard alone but nothing is impossible shay...lets pray for grace, I am sure all will fall in place

It is more about passing the test, doesnt matter whether it is a 2:1 or 1st

I know some 2:1 that got shortlisted. There is fair chance of winning it so long you get shortlisted. The main hurdle is shortlisting

I was in the interview stage in 2017 and most invited were 2:1 more like 75% of us were 2:1 candidates with some on 3.50 cgpa. The most important is firstly getting shortlisted for the test and passing it.
