Yeah, they were diabolical medium employed by some cultist in those days.

They rendered their victim behaving like a slowpoke and completely out of their normal self until they are done with.
Some weak guys too (who could not stand to face a lady) where fond of using them on ladies.
They surely have repercussion/ side effects on the user

i have heard a lot about those who are into 419 who use these charm on their victims after collecting money, jewels, and other valueables.
