Even if the police prosecuted the accused without the payment of legal fees by the complainant, at least the original #17,000 should be recovered.

I am not a lawyer.

He pleaded guilty to the crime he committed which attracted a prison term or fine or both.
He cannot be convicted for the crime and be made to pay the 17k. That sounds like double jeopardy.

In my thinking, it's a criminal matter, as such the court cannot rule for amount to be paid back to the complainant. Any such amount would have been forfeited to the government. The 10,000 was to pay for say incidental costs because he pleaded guilty. The case was between the State/CoP v the accused. A civil case could have ruled for a breach against him and asked him to make good the amount to the plaintiff.
