His license was withdrawn from 2013 through 2014. Meaning, he was not allowed to broker arms, but because any arms dealer would want to be smarter than the system, he used a company aside his to broker deals with Nigeria to conceal himself and company from being sanctioned.

The American who was arrested for $8.5m illegal arms deal with Nigerian government, had also tried to broker illegal arms deals with the Cameroonian government as well as Paul Malong, a South Sudanese warlord in Kenya.

Buhari is corrupt. In saner climes Journalists will swarm Aso rock to get updates but Nigeria seems to be a jungle.

For the fact they channel it into various accounts meant they knew it was an illegal deal and so wanted to evade detection. Its possible also that they will tell the man to triple the amount in the receipt.
