During Obama era some 'START-UP' around 20 of them receive series of funding to research and build America refining capacity in that area... All of them collapse even before they start production.

At first I know the US is not doing that because they are avoiding destruction of their environment and Nature and the same time could get it cheaper in China.
3 US-based companies have rare earth processing plants under construction or in the planning stages, one will be opened next year and the remaining 2 will be opened in 2022.

You made it seems as the technology of the processing plant is hard, that the US can't build it, that the CIA even tried to steal the tech idea in China but was arrested.
The US built that plant before China, that is if it's not the US that helped China to build it, the US abandoned the processing plant when they could get the rare earth resources cheaper in China.

BTW, the Japanese have discovered the rare earth resources in large quantity which is capable of serving the world for 6 centuries.
