I strongly believe the soldiers involved should be arrested. Where in the world does soldiers or any security force release an handcuffed person when you realise those conveying him are fellow security operatives. A body search of the killed victims will show ID or NPF insignia somehow.
I doubt the police shot first. Specially trained police would have at least taken down 1 or 2 of those soldiers.
