The Sanction tool does not make sense anymore, US has abused it so much. They would even sanction any country that purchases arms from Russia under their CAATSA act, they way they sanctioned Chinese arms firms after China got SU-35 and S-400 from Russia. The sanctions don't yield its desired result. Has Maduro given up power? Sanctions have emboldened Iran the more. Sanction that did not force Russia to return Crimea it even emboldened Putin by entering the Syrian war. Sanction is now a toy in the hands of America.
