My understanding is that You need convictions first. Not arrests, but convictions. A registered sex offender will be required to put a sign by his dwelling, and also inform the police in any vicinity he goes to

All those who want to turn Nigeria to SA negatively, pls be warned ....but, MEN what do u think will end this crime called RAPE?....I grew up in a house where we were 5girls and my brother came many years later, and dad bathed us( females) till at least for me 10yrs....we had more than 1 maid and mum till tomorrow said she never had any need to suspect dad even when she leaves us all) females+ maids) with him and takes off for holiday because he was a RESPONSIBLE man....biko, what has gone wrong with men?....I still repeat, Adam is not happy with this generation of men!

a register does not curb rape, laws do not curb rape. if you say i am wrong, then i ask, countries like the UK and USA that have said registers and laws for many years, has it curbed rape in those countries?

first things first, your mentality that it is only men that commit rape, is wrong. Women also rape.
secondly, rape would not end and nothing would end rape. I know it may be difficult to believe but that is the reality. Human beings would always commit crime no matter what.
When it comes to rape people only focus on punishing the perpetrator, very few people focus on preventing rape. What do i mean? For example we know yahoo yahoo is rampant, ponzi schemes, atm fraud etc. but you would notice that there is more focus on preventing yahoo yahoo, atm fraud etc than in punishing the yahoo boys. How? EFCC does adverts warning people about fraud, they even a small booklet that they distribute to people that details how nigerians can protect themselves from fraud. The banks also send emails always warning their customers that "XYZ bank would never ask you for your atm pin".
This for me is the way to go regarding rape. The focus should be on preventing rape, not only on punishing the perpetrators.
