Now what should be done about this guy? Report again or leave him to roam free? Lol, have you never heard that cyber-bullying causes depression and even suicide? If I feed him his own poison now till he goes nuts I then become a bad person in your books, right? How many times have i warned him to go his way?... Three times yet he's still at it, its in his blood. Something needs to be done here. Clearly bans don't stop this one and the mods are not even that willing to act, so what next?.
