Your only remedy would be to send it abroad. There is only one company @ the moment, known to rectify MEP BLOCKED phones.
NB : The company I use, are based in the UK

yes mf633 requires a 16 digits code, download this software, connect your modem to pc and make direct unlock.

download this software and extract from rar, connect your modem to pc and lauch the soft, select zte, select mf633 click unlock thats all
