Canadians who were evacuated from Nigeria paid $5,000 for a one-way ticket.

The ideal situation would have been for them to be quarantined at home but trust Nigerians they won't obey.
Govt is providing the accommodation, so they need to pay.
The United kingdom also introduced something similar this week.
Foreigners arriving the UK must provide pay for quarantine service if the govt is providing accommodation.

Abeg some evacuees have been stranded in those countries for ages and have been looking for ways to go home. Some do not even have money for food where the are. I met some on trips to China, Malaysia, India and S. Korea. Some even ask for the equivalent of N300. Please does it mean that they cannot take advantage of the opportunity to come back home?

Can government not get food vendors for N500 each x 3? Can a hussler pay 3,600 x 3 for 16 days? E kuku die for foreign land! Or is the FG using this returnees matter to award contract to some among them?

15k accomodation in Abuja will be a cheap hotel or guest house.
1200 Naira per meal isn't cheap in any city in Nigeria.

flight ticket is about 300k plus acomodation and feeding.thats almost 1 million per person...a flight can carry about 200 passengers.multiplybthay with almost upliftment flights..that's about 5-10 billion naira .and government is already spending money at home to treat the virus
