I think in my own opinion it means, "there will always be new discoveries as the years run by. No matter how much you try to catch up, you will be swallowed up, though it may take some time". This is very evident in the advancement of technology. What we have now will be almost obsolete in years to come and we can't keep pursuing after them. So the question is why toil and give your all to something that will not last forever?

It means that knowledge never ends. Keep upgrading your knowledge. Where you stop today, the water (ignorance) level will rise to that knowledge but if you keep reading, you will always be knowledgeable and have your head above the "waters".
