that is because cpanel has more features than the rest. although its not compulsorily as you can use free cpanel available but they may not have some features you will need. also, if you dont want to use cpanel, then you need to learn Linux commands to operate your vps

I use webmin for my server and it is absolutely awesome. meets all my needs.

trust me by the time you start seeing other web app you would love to use in your server, then you will realise webmin can not handle it.
