STRONG Indications have emerged that the Federal Government may at the end of the day, accept demands by the Academic Staff Union of Universities, ASUU by jettisoning and the Integrated Payroll and Personnel Information System, IPPIS and accepting tthe University Transparency Account System(UTAS) payment platform developed by the University Lecturers. According to the Federal Government, it may accept the UTAS which is a local content after subjecting it to integrity test today The Minister of Labour, Employment and Productivity, Senator Chris Ngige made the disclosure yesterday after a meeting with the leadership of the Senate and ASUU led by its President, Professor Biodun Ogunyemi. Speaking with Journalists after the meeting, Ngige who noted that the integrity test of UTAS will be carried out at the office of the Accountant General of the Federation, with the Minister of Finance, Budget and National Planning in attendance. According to the Minister, the Federal Government at the end of test may settle for UTAS if found better than IPPIS. Ngige said,” We are subjecting the University Transparency Account System(UTAS) to integrity test today in the office of the Accountant General of the Federation, with the Minister of Finance, Budget and National Planning in attendance. We will not mind accepting it we see it as more robust because it is more of local content.” The meeting was at the instance of the President of the Senate, Senator Ahmad Lawan to resolve the present quagmire between the Federal Government and ASUU. Earlier, speaking before they went into a closed door session, Senator Ngige said that the Federal Government was studying the details of UTAS as presented by ASUU, with a view to putting it side by side with whatever deficiencies that may be contained in the IPPIS

Adopting UTAS will not end strike. ASUU's demands are way beyond the IPPIS issue. The strike started before IPPIS was made mandatory. Implementation of the various MoU and MoA based on the 2009 agreement are the real issues.

FG will dribble them again.
They should be ready because if FG finally accepts this UTAS and ASUU is still on strike, they will use propaganda and deceive nigerians that ASUU doesn't have the interest of students at heart.

I am sure that, for now, IPPIS issue is the most pressing issue, if FG could adopt UTAS then ASUU would have scored a remarkable goal! FG definitely will ask ASUU to compromise one way or the other on the other issues, which I think ASUU should reasonably accept for now.

ASUU should just hold on for the real issues to be resolved. Our public universities are nothing to write home about.

I agree that FG will try to dribble them but if ASUU leadership allows it, a lot of members will be discouraged and lose faith in the struggle. I think this is when the ASUU leadership needs to display intellectualism in strategy.

You are right. The FG has managed to make IPPIS the most pressing issue. If what i heard about some of the features in UTAS is true, then it's truly a remarkable goal. However, government can never be trusted.

I am having this bad feelings that FG will say that they have compared UTAS and IPPIS and that they have now seen the discrepancies that ASUU is talking about and hence they will modify IPPIS to take care of those discrepancies!
Definitely, ASUU will never agree to such conclusion and the strike may then go awry embarassed
