This Bridge is having a lot of controversies online as to why the Architects and engineers design the bridge circular instead of a straight like most traditional bridges.

Just a waste of time, money and energy. Bridges are meant to be used to cross rivers and not to delay people's journey.

Yes it is but you also need to to look at it from the aesthetic view aspect. This was a government project. which mean they created the bridge to not only allow people to cross the lagoon but to also attract tourists and generate more revenue.

What if there was a barrier underneath the lagoon at the center of the bridge and had to be circumvented?

Yes that is also a possibility. Maybe they came across low bearing foundation underneath the lagoon.
