Malaria parasite is a plasmodium, it's nature making it particularly difficult to develop a vaccine - They've been trying for decades with just a relatively recent significant progress. Viral vaccines are easier to develop.
Of course Evey medication can have a side effect, even paracetamol. It's the big picture they're looking at - how to protect the most vulnerable groups from being infected (Medical personnel, the elderly, the weak)

Yes malaria is complex and difficult to develop vaccines for, but it can be done.
The impracticality side of it is based on funding.
