simply vote in the right people especially in the legislative, force them to pass a bill for resource control and all. if such ain't made, moves should be made to recall them. don't say executive won't sign. a bill that isn't assented to by the president can still be passed by 2/3 votes of the house (Senate and reps)
you don't blame people for your own self inflicted damage.

Your suggestion is good but not feasible without a big fight like endsars, northern lawmakers constitutes more than half of the lawmakers we have in this country how do you think any of them will assent to the bill when they knew how unfavorable it will likely be for their region and either you want to believe me or not Jonathan lost 2015 elections because of his plan to restructure the country if reelected.

now you are leaning towards regional angle. the initial question was national development which involves the people irrespective of the tribe.
that's why I said it's the people (North, East, South, and West) that have themselves to blame not the Brit or our politicians. if they want development, they know what to do.
besides agriculture was our main export before oil discovery. So until the people do the right thing, we have no right to blame outsiders
