I just checked it out on Wikipedia, not the best place for research but that was the quickest source available. Did you see the price tag? $13 billion USD. Now take a look below at the defense spendings by country. Does it look like India or Russia can sustainably afford more than just a couple of those hypersonic systems, especially with their known flaws? Beyond that, like I have highlighted earlier with some research to back it up, despite the hype, these hypersonic systems have issues with precision and ability to evade defense systems because they travel at such high speeds within the earth's atmosphere thereby emitting so much energy and thus making them vulnerable to detection, as opposed to intercontinental ballistic systems that travel out of space. Also, at such speed, when a defense system locks a target on them, it's difficult to guide the system outside of its trajectory without taking it very far off its destination, also bearing in mind that they apparently tend to lose their defense system guide mechanism at such speed which makes them even more vulnerable. A simple analogy is driving your car over 600km/hr and trying to evade obstacles on the road. It looks to me like Russia wants to hype these systems and then sell them to other countries, but i doubt they are very effective against countries like the US.
