To the extent that PSG remains a strong team with or without Neymar, the natural assumption would be that Messi would always be inclined to join.

Neymar might be a factor in convincing Messi to join, but he cannot be the decision maker in telling PSG to sign Messi if they themselves didnt want to.Neymar simply doesn't have that clout with PSG management. Even Mbappe has more boardroom power than Neymar at PSG.
