What type of people do you think he was dealing with then? The very same time of people who today call themselves Christians but do not not obey the teachings and commandments of God as given them by Jesus Christ, the one who is God's Law in the Kingdom of God.

So anyone of Gentile birth assuming he follows that law, either believes God is a fool or thinks it OK to follow it in vain.

For the Jews, God had a promise to fulfil to them. While that was on, God also had a plan for the world.
