But what about where the immigrant paid cash for what BOTH parties knew beforehand and agreed was a pure business transaction with no emotions or sex involved?

Of course, opinions and facts are two different things.      Hypothetically speaking, If you couldn't find a desperate fat and ugly chick before your 90 days was over would you pay 50 grand to a chick who wouldn't mind the extra cash?

hypotetically (lol) no i wouldnt, i would simply:

A) go to the closest unemployment office and chat up some unemployed lady (preferably ugly). then explain to her that you want to help her financially while she helps you etc. et voila!
B) go to the nearest crack house and get one of these crackheads to marry you. offer her unlimited crack until marriage AS LONG AS SHE STAYS WITH YOU TILL MARRIAGE. if you offer her 100bucks worth of crack EVERY DAY until marriage (approximately 3months), it will still cost you ONLY 9K top.

i don't think this is a bad thing morally because both parties agreed to this.  i wouldn't report them, either.  i wouldn't recommend it because the consequences are not worth it, but it's not my business what 2 adults decide to do.  if they get caught, they must suffer the consequences.
