In Civil service there is what we call Secondment and Transfer, Secondment is temporary relief of an officer from one organization to another organization for atleast two years and it can also be renew for another two years totaling 4 years after that it cant be renew again, while Transfer is the permanent relief of an officer from one organization to another organization. so the difference between the two is, one is Permanent and the other one Temporary.... so you can choose anyone that go along with your request.

For you to transfer to another ministry, they ought to be vacancy in the ministry you want to be transferred to, then will Write a letter for permanent release to your permanent secretary through your section and branch head.

Try and go on Secondment there first to enable you make contact, transfer of service is subject to availability of vacancy.Vacancy determines acceptance. While on secondment, you should be able to properly understand how they work and how to go about your Transfer of service request because you are now an insider , it takes a while to conclude though.

Can I apply for transfer within same organization, to different state. Within 1 month of employment.
I'm located in Abuja but was given appointment in Lagos. Ordinarily I won't even mind paying if neccesary.
Kindly guide me through this thanks

Very easy, in as much as the new Ministry you are going is ready to absorb you as there staff, then you write your former (old) ministry or parastatal informing them to transfer your Service to your new ministry.

I was formerly working in one of this Federal Parastatal and I got another Parastatal that pay more than my former Parastatal..... First what i did was to seek for two years Secondment, I was granted, after the two years lapsed, I went back to my former office and seek for another 2 years and I was also granted totaling (4) years and after the expiration of the last two years... I then write for Transfer of service to my new parastatal, and I was granted. The only issue is, you must atleast ensure that you got your appointment letter in your new office in other for you not to jeopardize the old one..

Extremely difficult if you ask me. The best option is to wait for your desired ministry to declare vacancy. You can then apply for a fresh appointment and once you get it, you can easily apply for merger of service.
