Not entirely, the new rules take effect from April 2012, students can still apply for PSW visa, but u must have an offer for a job by a UK company before you can apply for the visa, which makes it very difficult, almost impossible in my opinion.

PSW is closed for anybody coming to the UK this year, foreign student graduating this summer with degree or above can apply and they are the last set, they don't need to have job offer to be able to apply, all they need is a letter from their school, at-least £800 in their account and application fee of about £595.
