My HP Elitebook was in water for 30 min and since then it was been giving me problem. It stopped coming on even after taking it for repair. Who knows any hardware engineer in Aba or can recommend anyone?

You are kidding right?! Cos the idea of rice being water adsorbent is still up in the air. That board will have suffered massive corrosion by now it's useless trying to fix it by "soaking" in rice

Rice husks yes. Rice itself, not quite. I know a lot of advice when devices fall into water (especially about phones) is to dip in rice. But trust me it's the but of jokes to give or take this advice. The best thing to do is to first pull the battery. Then open up the entire device and thoroughly clean preferably with IPA and allow to dry

You're right that it may have suffered so much that damage that it cannot be fixed again, but there is no harm in trying though.
