Delta State is beginning to witness a clement investments climate, many thanks to Abuja amnesty programme, which ended militancy in the oil-rich, but crisis-scarred Niger Delta region. During the era of ethnic conflagration which engulfed Delta State, which pundits described as the years of the locust, many businesses closed shop and relocated to a safe haven in other parts of the region. Now, a new dawn has emerged and credits must be given to Governor Emmanuel Uduaghan, who has worked assiduously to restore peace and security to the once volatile state. Since, he mounted the rein of governance in 2007, the University of Benin-trained medical doctor, has pursued his three-point agenda of human capital, infrastructure developments, and peace and security with verve.

Barring any unforeseen contingency, works on the petrochemical and fertiliser companies, two gigantic projects, valued at well over $16 billions are to start in earnest. All the loose ends have been tight in the deals, it was learnt.

From Saudi Arabia, is coming Xenel group, described as one of the leading petrochemical player in the world and particularly in Saudi Arabia, and the firm is expected to build 1.3 million tones uranium, polytonal, polypropylene plant in the state in concert with Nigerian National Petroleum Corporation (NNPC) and other private investors.

Sunday Independent gathered this investment is one of the biggest of its kind in Africa.

“This will mark the beginning of industrial revolution not only in Delta State but for Nigeria that will anchor on petrochemical, explained Executive Director, NNPC, Dr. David Ige.

Also Nagarjuna from southern India, regarded as one of India’s leading agro-processing companies in India, is to build three fertiliser plants in the state, with each fertiliser plant having a capacity of 1.3 million tones per annum, in addition to those fertiliser plants, the company will build blending plants across the country including Delta State.

Accordingly, the Federal Government has allocated Koko Free Trade Zone through NODSRA for these investments.

“And expectation going forward now is that over the next few weeks, NNPC in conjunction with the state government and investor will move in top gear and will start with all the engineering works leading on to the commencement of construction over the next few months. And again if this is concluded, I can say almost say goodbye to poverty in Delta State because the economy of the state will be completely transformed and we are very assured of the peace and security and of the support of the people of Koko because today we met the Council of Chiefs and the traditional rulers there, a very warm reception by the youth leaders and everybody. And we believe that this is testament of the kind of peace and security that is going to underpin this investment in Delta State,’’ Ige said.

These are indeed tantalising prospects for the people of Delta State and nobody is happier than the Uduaghan, who is bent on etching his name on the sand of time, when the curtain is drawn on his tenure as the state executive officer.”

The projects are coming on the heels of the completion of the Asaba International Airport, described recently by the Aviation Minister, Stella Oduah, as a model and of international standard, worthy of emulation by other states.

The core investors accompanied by top officials of Nigerian National Petroleum Corporation (NNPC), Chevron, Nigeria Export Processing Zone Authority, among other stakeholders, visited the state penultimate week to assess support facilities and also toured the sites of the projects.

Uduaghan who hosted the visitors in Government House, Annex, Warri, after their assessment of facilities in the state, pledged mouth-watering incentives to enable the projects get off the ground , underlining both the federal and state governments’ determination to ensure the dreams come to fruition.

While underscoring the immense benefits to be derived from the two huge projects, the governor commended the Federal Government for choice of location, suing for all hands to be on deck as the future is rosy.

“When the plants are completed, they will employ many thousands of persons from Delta State. So we have a lot of benefits from it and there are several industries that will spring up from these plants. Industries that will utilise the by-products of these plants, and industries that will make parts for these plants will also benefit. So with the cooperation of every Deltan and everyone around, the future is very bright,’’ he said.

The investors, Xenel group of Saudi Arabia and Najarguna group from India, which would handle the petrochemical and fertiliser plants are very excited about the prospect and are raring to go.

Leader of the Xenel group’s delegation, Matouq Jannah, bared his mind, stressing the importance of having a petrochemical firm in the state.

Hear him: “We are happy to be have been part to such a programme which has been networked in Saudi Arabia in the late 70s and we have seen the proper development of infrastructure and proper planning for the industrialisation structure of the nation which is very important. We have seen in Saudi Arabia that people were laughing at us at that time of saying Saudi want to convert gas into plastic. Today it is one of the largest cities in the world. Yarbrough is one of the advanced industrial cities in the world and nobody can tell me that Delta State cannot be number three.

“I believe that with what we have and working with the NNPC, the state, the Nigerian government, the Nigerian people, I see a great responsibility coming into Delta state for the whole of Nigerian and not only for themselves. The petrochemical products is for the 150 million Nigerians. The downstream industries that are going to be created across Nigeria, not Delta State alone, will be massive in the employment of people. That is why it is very important for our activities that as well for self-help industries that are going to serve as the fertiliser, the gas sector, the power sector and so on, we hope that the state develop such sectors to provide these services for the next future for the technical activities in Delta State and as well to make it easier to grow horizontally across Nigeria. We believe that programme is attainable and with the will of everybody working together the goal can be achieved.’’

His counterpart from Nagarjuna group, Kovvuri Dharudu, shared similar sentiment, expressing pleasure to be part of the industrial revolution in the state, pledging to offer technical expertise on not only reducing urea but also in revitalising the agricultural sectors.

According to him, the investment would further strengthen the bilateral ties between Nigeria and India.

Said he: “Our intention is not only just to reduce urea, we also have plan to give our experiences and technology in the agric sector. As you know Nigeria, I believe has potentials and with no time it can be converted into a food-exporting country. And we know that everybody knows that food security is what people are looking and Nigeria has the natural resources which can be used to maintain these facilities.

“Fertiliser production using gas is the next one graduating into the gas industry than any other industry. So we intend to come into Nigeria with a plan to expand the fertiliser production and become a net exporter of fertiliser. We have also planned to bring plastic-blending plants all over Nigeria. We hope that with the support that the NNPC, the state, and Federal Government, we believe that this is going to be a good partnership between Nigeria and India.’’

Many indigenous oil and gas firms have shown interest to be part of the success story and among them is the Sahara Energy, pledging to put in unalloyed efforts and resources to ensure that the investments are realised.

Representative of Sahara Energy, James Ogungbemi said: “As a local and indigenous oil and gas company, I felt it necessary to participate in this programme to ensure local participation in the value change of going from our natural reform gas to the much needed product gas. Our friends and investors from Saudi Arabia and India are planning to bring into Nigeria to produce petrochemical gas will help the industrialisation of the teeming Nigerians or Nigerian small-scale industries as well as to produce fertiliser that will aid food programmes of the government.

“We are very enthusiastic to put in all our efforts and resource to ensure the success of the central-processing facility that will provide the much- needed raw materials for the petrochemical and fertiliser plant. We assure you very much sir that we shall not relent in our effort to make sure that this project comes to a fruitful conclusion. Thank you very much.’’

Also speaking, Alhaji Iya Pate of Nigeria Export Processing Zone Authority, lauded the Federal Government for putting the companies in the region, describing government’s decision as well thought out, which would further create more economic opportunities for the populace and in the main drives economic growth.

In his remarks, a member representing Warri Federal Constituency, at the National Assembly, Daniel Reyenieju, while thanking the investors for coming to the state to invest, he gave the assurance that there would be a conducive environment for the investments to thrive.

“We will create the enabling environment for you to actualise your dream of building the plants,” he said.

I am sure wiser folk are strategising, consulting and communicating to see how they can fit in. Most of the dissenter on this thread are just dumb and are making the usual animal noises they are known for.

The fact is, there is a project on the ground, the first of several that would dramatically change the fortunes of the average person, so that we begin to actually see jobs being created each time we are told our economy has grown 8%. The reason there were no commensurate jobs in the past, is that all of the money went to Shell and one or two alhaji's.

For the first time in Nigeria, the money from oil is actually going to benefit Nigerians. We are taking pride of ownership in our oil industry, not hanging about, recieving brown envelopes from Shell and doing fuckall for the people. Today you can also see an oil rig at Apapa, cos for the first time in our 50 year history, we are servicing the damn things right here in Nigeria; not waiting as second class people for oyibo's to do it for us. There is actually a brand new pride in being Nigerian.

There will always be bad winshes who cannot see beyond, section, ethnicity and religion. Among every 12 there is a Judas and a couple of bad monkeymen, but the average Nigerian stands tall as a Judas destroyer and a bad monkey smasher. We be eating you raw! Lol!

Now I remember reading something about this project. 1 petro chem plant and 2 fertilizer plants in Lagos and delta states.

The cost for all 3 plants is actually $5 billion, not $16 billion.

Nigeria, Xenel, Nagarjuna Sign Petrochemical Plant Accord
By Elisha Bala-Gbogbo - Mar 24, 2011 Nigeria signed a memorandum of understanding with Xenel Corp. of Saudi Arabia and Nagarjuna Fertilizers & Chemicals (NFCL) Ltd. of India to build petrochemical and fertilizer plants in the West African country.

The projects include one petrochemical facility and two fertilizer factories with capacity of 1.3 million metric tons in the southern Delta state and in Lagos, the commercial capital, Oil Minister Diezani Alison-Madueke said today in Abuja, the capital.


The petrochemical and fertilizer plants are expected to cost $3.5 billion and $2.5 billion, respectively, and the projects are expected to be completed by 2014, according to the companies building the plants.
