The appeal followed the discovery of a decomposing body in the dump which was concealed in a bag.

Some of the residents said the body was discovered by workers of the state’s waste management agency since Tuesday. They, however, said that rather than remove it, the workers took to their heels.

They said that it was some policemen who removed the body on September 29 when the whole area became choked with an offensive odour.

One resident said that he “believed the body was dumped on Monday night because when ESWAMA came to clear the refuse, they saw the body and refused to evacuate the waste”. “Apparently they reported to the police as you can see that they have come to remove the body,” he said.

The residents could not easily ascertain the sex of the deceased but that some of its features indicated it was female.

The body was removed for burial after a mild drama between the police and the driver of the ambulance used for the evacuation.

The driver on seeing the state of the corpse refused to carry it but his attempt to escape was resisted by the police who forced him to carry the corpse.

Folks the body was discovered on Tuesday, 27th September, and removed on
Thursday, 29th September. The two day gap was simply to allow the Police to
complete their crime scene investigation. Having discovered the body ESWAMA
workers were NOT required to remove the body immediately or to disturb the crime
scene in any way. They were required to immediately report their discovery to
the police. On their own part, the police was supposed to arrive at the crime
scene and do their investigations. Folks, both parties did exactly that. ESWAMA
staff left the body and crime scene un-tampered with and immediately reported
the discovery to the police. The police on their own part investigated the crime
scene and upon completion of the investigation saw to it that the body was
promptly removed. So kudos to ESWAMA staff for understanding their roles and
acting responsibly, and kudos to the Police for equally understanding their role
and doing their job. This is clear proof that Governor Chime's Enugu State is
WORKING!
But folks remember that if it were in the bad old days under a certain governor
there would have been nothing like ESWAMA to even discover the body in the first
place, and the police would never have even shown up at the crime scene because
in those bad old days the police was too demoralized to act as required in Enugu
State (police are human beings too). But as you can see, under Governor Sullivan
Chime the system is working! Enugu State is working!

ON ESWAMA
That is correct, folks. Again having discovered the body ESWAMA workers was NOT
required to remove the body immediately or to disturb the crime scene in any
way. They were required to immediately report their discovery to the police. The
police was supposed to arrive at the crime scene and conduct investigations.
Both parties did exactly that. First ESWAMA staff ACTUALLY came to collect the
refuse. But upon discovering the body they left the body and crime scene
un-tampered with and immediately reported the discovery to the police. This is
what ESWAMA was required to do under the circumstances, and that is what they
did. Folks, this level of professionalism by the Enugu State Waste Management
Authority did not happen by chance. It happened as a result of the rigorous
training and periodic re-training and supervision and evaluation and strict
oversight that Governor Sullivan Chime has directed at that agency. And
Governor Chime has been providing adequate material support to ESWAMA including
providing it with numerous disposal trucks, dumpsters, sundry equipment, and

created the enabling environment and properly equipped ESWAMA to succeed and the
agency is doing just that (as the story proves). This is the reason why ESWAMA
is now doing its job promptly and professionally, keeping Enugu clean. This is
the reason why ESWAMA actually showed up at Awkunanaw Street to remove the
refuse there. This is the reason why ESWAMA acted responsibly and reported the
discovery to the police as required by law. So mega kudos to Governor Sullivan
Chime for creating and nurturing a new ESWAMA that is actually keeping Enugu
clean. Enugu is working indeed!

ON THE ENUGU POLICE
Now, regarding the role of the police in this matter, again folks, upon
receiving a report of the discovery of the corpse, the POLICE ACTUALLY ATTENDED
TO THE MATTER. The police came to the crime scene, investigated the crime scene
and upon completion of their investigation ensured that the body was promptly
removed. They did what they were required to do. They did their job. Again this
level of dedication and cooperation is not necessarily a trademark of the
Nigerian Police. So how did this happen in Enugu State? It is common knowledge
that in Enugu State the police has been more dedicated, and conscientiously
supporting and cooperating with the government of Governor Sullivan Chime
(clearly they want the administration to succeed by all means). So how did Gov
Chime achieve this level of institutional cooperation with the police? Well,
folks, it was carefully weaved by Governor Sullivan Chime through the many
efforts and initiatives he has directed at the Nigerian police in Enugu State.
In Enugu State, Governor Sullivan Chime has created an "enabling environment"
which encourages good governance, institutional cooperation, and efficient and
effective delivery of government services. Governor Chime demands and receives
regular security reports from the police. He meets regularly with the police,
and he provides material support and institutional support to the police. It
will be recalled that almost immediately upon assumption of office in 2007,
Governor Sullivan Chime donated 50 Hilux vehicles and thousands of sundry
communication and logistical equipment to the Enugu Police. In June 2011 he
again donated 35 brand new patrol vehicles and one hundred communication sets to
the Enugu Police. This prompted the Enugu State Commissioner of Police to
declare that "… the current low incidence of crime in the state was attributable
to the outstanding logistic support offered the Force by Governor Sullivan
Chime…that the Governor has continued to show an uncommon solidarity with the
police and other security agencies in the state in the fight against crime and
criminal elements…that the Governor's disposition to security issues in the
state has challenged officers and men of the force to develop a higher level of
commitment and devotion to their duties adding that they have now set new
standards in the effort to combat crime….that that the police owed Governor
Chime a duty to continue to obtain excellent results in their lines of duty…that
the support the police has continued to receive from Governor Sullivan Chime has
been EXCEPTIONAL. That Chime has shown an EXTRAORDINARY commitment to assisting
the security agencies more especially the police to combat crime in Enugu
state…and that the result is there for everyone to see…" Folks please read the

refuse is not that difficult to take care of. if the govt can't handle refuse, then what can they handle? embarassed embarassed
