What they mean is that with inflow of foreign rice, there's less demand on local rice. But with this situation they highlighted, there's more pressure on local rice, this more demand, leading to higher prices.
However, that is half of the story and the number of rice mill closed down is gross exaggeration.

Some rice producing belts witnessed floods, which affected yeild and thus shortages.

No, we are not importing the raw/paddy rice, the stop in importation create a surge in demand which causes an increase in price of paddy here, so the millers can't afford the price of buying paddy rice from the farmers, as farmers are selling to the highest bidder, so the ones that are unable to afford it will shutdown

You really didn't answer his question with the long write up. Why are the mills shutdown because of Indian restriction of export of rice. Already polished rice doesn't need Mills to work.

Cameroon has local rice that looks and tastes good too but our government still terms it as contraband if brought in.

Government should team up with it's government so their farmers can get to work to deliver enough rice for us while we supply them with what we have including soft drinks, drugs( from reputable pharmaceutical companies), fertilizers produced in Nigeria etc ie comparative advantage relationship with Cameroon.....

What is inside shokoto, we are looking for it in Sokoto.

So you think their farms are safe for them to work? Have you not been hearing of herdsmen/bokoharam entering farms to kill and maim helpless farmers? Some abduct the farmers and place huge amounts before they can be released. It is the wic*ked government that actually failed their people.

The Indian rice export ban affected us. The absence of Indian rice has led to a shortage of locally grown rice. It is not sufficient to the number of mills and that has caused the price of rice to soar:

Are their farms safe for people to go in and farm? With uncountable past news of herdsmen/bokoharam clashing with farmers, then the youths can never have interest in farming. The government needs to fight insecurity and put a complete stop to herdsmen.

But when the buhari administration closed the border and was stimulating local.production, most Nigerians were screaming that borders should be open. Some even complained that local rice is not as sweet as imported rice.

To head a country is a tough choice.

Well in truth the way the farmers put it ar in a layman's way, bcuz a company or firm cnt shut down due to higher demand, itz eida demand equals supplier or one supercedes the other in any case if the supplier is more than the demand it can make a company shut down especially if it's perishable goods even if it's not it could still shut down if that's the only commodity de sell as there is little to no patronage there will be no capital to run the recurrent expenditure and activities of the company

So what can actually make the company shut down if demand is higher than supply is when resources are limited or unavailable/scarce

So the ban in India is having a Rico effect on the Nigerian rice production industry

Why are resources scarces

Banditry
Insecurity
Famine
Flood
Crop infestation
Lastly

Poor governance or government

grin grin grin My brother there is many things going on in this country Nigeria that if you get to know you will totally give up. This one is small naa. Do you know the scam they planned to pull with the Dangote refinery that is currently not up to 50% done? not to talk of taking off on production yet was commissioned by a president of the country.
Unfortunately Tinubu’s gafe by carelessly and untimely announcing the end of subsidy gave up and destroyed the whole planned scam. Bro a lot is going on even the military is involved that is why what is currently happening in other African countries is long overdue to happen in Nigeria but the military is accomplice hence their hands and mouth are tied.

India has 23 refineries and one it is the largest refinery in the world. India also exports petrol.

How then does India import fuel?
