I forgot to give an update. He was asked to request for a refund of the wife's biometrics fee that she doesn't need it. They have requested a refund. They both have their PRs, and have landed in Canada already. The wife is indeed lucky as after 3 weeks of submitting her docs and paying her fees they both got PR.

Thanks to all who gave responses to me at different times on this forum. I wish everybody the best in this journey.

Infact it's really an unusual speed, cos when he saw request letter in his account, he was so sure it was biometrics request. The clinic emailed them that her medical results have been sent to cic on Jun 4th. I ordered officer's electronics note (gcms) from here on Jun 12th just for fun on his behalf as its only $5 and he got the PPR letter on Jun 13th, so not sure if that triggered something or just coincidence. He has raised CSE as well, he sent an email to the accra address I was given here and attached his payment receipt of $1,125 and the information they got stating that she has to pay biometrics.. So they will wait for a reply, but he has decided that they are submitting passports tomorrow cos he doesn't live in lagos, he would not be chanced next week.

This is an unusual speed..only God could have orchestrated this. The question now is, is the biometrics omission just a one-off or is not a strong prequiste for dependent applicant?

My advice would be to submit the passports for COPR as they requested.

Then send a respectfully worded email to these emails
ACCRAIMMIGRATION@international.gc.ca and
accra.immigration@international.gc.ca kindly requesting for BIL for his wife. He can also try this one accra@international.gc.ca Let him attach screenshots of previously sent emails to this new one or make reference to them in the new email.

And wait and see.

Regarding the refund, if CIC has decided the wife does not need BIL (which I think is unlikely), he will get his refund. But he has to be patient for that. Sometimes, the refund could take days, weeks or months.

Guys, please need some advise on behalf of my brother. His application was previously approved and then cancelled so he could include his spouse.

On may 27th, He submitted forms required for adding spouse and paid all fees stated including biometrics as his wife is accompanying him, his wife's UCI was updated in his profile after a week. He sent an email after another week that he is still waiting for BIL for his wife. They replied that application is in process and VO will send request for any documents required. Last week, he got a request letter for PPR in his cic account that visa is ready to be issued for them.(this is good news in a way cos of the speed but what about biometrics fee they have paid for)

He has not received BIL up till now, they have until next week to submit these passports. He emailed again last week asking for BIL, no response.

Is there a direct contact for accra office or a more direct way to get their attention? he is trying to avoid any future issues here. . Its frustrating cos these people do not seem to respond to specific questions, just generic emails.
If they do not want her to do it, they should let them know and I guess the $85 will be refunded?

Just like someone asked up there, Chris left beautiful Damilola for an ex-wife of a drug lord and married her quick before her divorce was even finalized. Who does that, if not for greed? ! They were probably telling each other that the guy is in jail and can do nothing. Well he somehow proved them wrong or maybe some people from his drug ring did!

Wierd, yes but the name exists Jenifer is actually her last name, her married name, she is married to Kendrick Jenifer a notorious drug dealer who is currently in jail. Apparently they just started their divorce proceedings. My own question is, why would Chris go and marry someone whose husband is in jail, except if he didn't know this. Looks like the exhusband ordered this job from jail. Like how dare you divorce me after spending drug money with me.
Chris moved on too soon, I am sure after the questioning they would free him. I found this on fox news today.

I'm sorry, looks like I forgot to add that this is a [b]paper based [/b]provincial nomination application, he was not required to attach proof of funds when he applied for PR as this was fulfilled as part of province process. We confirmed this from them as it was not included in his checklist, but he kept his funds intact anyways as per the province. And yes, you can add spouse and declare as non-accompanying (it's your choice) I respect their decision to do that. The reason he listed her as non-accompanying was because the wife was in a masters program in UI waiting to defend her project. He felt his PR was near as he had gotten a ghost update a week before his wedding, they were not sure what to expect and his medicals expires July. The plan was to come here and sponsor the wife. He rightly notified them and they kept mute about it.

Here is where they are at fault; He sent them his marital status update thrice!, first, when he got married, he sent marriage cert and additional family info to the web form and asked if anything else was required from him (he obviously can't generate a UCI himself). Secondly, when he got his PR email 4 days later, he sent with his passport; the additional family information form and marriage cert again explaining the reason why the wife his not accompanying which they didn't respond to or request anything more. We were even thinking it was due to the update that caused them to approve him to go alone or so. He received his stamped visa and COPR 3 weeks after that. He sent them an email the third time, cos he also thought it was weird that he would get a visa (after sending necessary documents with an empty un-stamped passport to show he is now married) without his wife getting a medical request or UCI. They were completely mute. The only thing he got was they confirmed receipt and has forwarded it to the visa office.

Imagine if you had to get a visa, spent 3 months preparing to start a new life in cad, resign your job, then they cancel your visa saying oh we forgot to update the fact that you have a wife on your application. Yes they have the right to cancel, but common courtesy demands that they communicate that to you, which they failed to in this case. Having him to be embarrassed at the airport(thankfully he didn't leave Nigeria yet). That is where their fault is.
According to their policy, they should send you an email to return your visa and COPR and then stamp cancelled on it, again they didn't do that. He even had a job interview in Canada the next day.

When he found out his visa was cancelled at the airport, Someone told him to email Ralph Goodale and I said the same Ralph that I drive by his office to work everyday he is the MP of my constituency sef. So I spoke to his secretary and she also agreed that they were wrong in communicating. She spoke with a CIC Agent and they said what they have on file is that he failed to communicate his change in status with them, I then asked him to forward all the correspondences he sent and the confirmation he got saying the update has been forwarded to the processing office when he used the web form. He did that on May 6th and on the 7th, his file was re-opened and he got a request that the wife should go for medicals, police clearance, PR fees to be paid and all and all the forms that has to be filled. The agent said he has asked them on when they notified the applicant on this cancellation, no response from them yet. He would increase his POF in the bank just in case, although I was expecting a request to attach an updated POF to this new submission.

I have had a terrible experience with Accra personally. Years before express entry started, I had applied for PR then it was only paper based system. When I saw that I hadn't gotten a medical request and someone that submitted after me had gotten, I emailed accra and to my surprise they said they couldn't find my application. I forwarded them the email that said the application has been forwarded to accra visa office 2 months ago, they then replied me to my greatest shock that yes they received it but it is now missing and that I should resend my application. I emailed them photocopies of what I had sent them, apparently I no longer had my original police cert and an affidavit that I forgot to make a copy of. I told them they had to make do with what they had as it was their fault that my documents was missing at their office.(I was shocked that they did't have a way of uploading documents they received electronically at that time or maybe they just forgot to do mine) A week after, I got a medical request and a month after a request to come down to Accra for PR Visa. I am a citizen today. They are human beings and there are prone to be inefficiencies here and there.

Honestly, AVO is not to blame here, your brother goofed big time. He seems to be completely unaware of the process. No way would that visa have remained valid without his application getting updated with his wife's UCI as well as her doing the medicals, PCC and whatnot.
He should just take this as it is and wait for the application to be finalized. Oh and he better get that POF updated for two. At this point, AVO would gleefully refuse his application once they find any flimsy excuse.

He only provided funds for 1 person. Yes, its surprising.... because they approved it on the 27th and he notified them of the marital status on the 4th

Did he initially provide funds for 2 people? If no, then it's quite surprising that he updated to married (spouse unaccompanied) with proof of funds for him alone and his application was approved. Just to be safe, let him still increase the funds for 2 people.

Hi guys,

Help or advice needed for my brother. Has any one ever had to add a spouse to an open application because they got married during processing? Did you have to then deposit more money to the proof of funds?

My brother's one was a peculiar case, I will try to keep it short, cos this was a big mess on Accra's part

So he got married on Feb 2, 2019
Updated CIC on Mon Feb 4, 2019 (marriage cert, new generic forms etc submitted, (stated that wife is NOT accompanying) received a confirmation that it is received and forwarded to processing office.
Got his request for visa email on Feb 7, 2019
Visa stamped and approved on Feb 27th & COPR
Booked his flight, he was to fly on May 3rd but apparently CIC discovered that the visa they issued was based on him being single
They cancelled his visa without notifying him and he was unable to fly from naija. He checked his CIC account, approval had changed to "submitted". So his application has been re-opened. He didn't get an email for this update and he was not supposed to be checking (he already has his visa na)
Ok drama happened. I live in Canada so I called some people (right now accra has to answer to the minister why they cancelled a visa without notifying the holder) and why they took a whole 2 - 3 months before they remembered that someone sent them updated family information.

After all the people we asked to talk to them, they sent him an email this morning of all that his required for the spouse. In summary, she needs to do police cert, medicals, biometrics, amongst so many other things apparently all that his required if she wants to accompany him, if she doesn't, she still has to do every single thing, before they complete his file. Now this is what they should have sent when he advised them of his marital status, but they didn't. He has decided that the wife will accompany him now as the only difference if she doesn't is the PR, RPRF fees.

In this email now, they mentioned everything that will change or is required for this updated application EXCEPT proof of funds, he already withdrew 50% of his funds in cash and was suppose to come with it to settle down. He can deposit that back but does he need to increase the funds for 2 people?
Please advise if you 've had to do this before.

Please when you submitted your paper application to Sydney, how long did it take to get an acknowledgment of receipt email. It's been three weeks that it was mailed within Canada, cos it was sent through someone, till now not heard anything.

You don't need to do anything. Just relax and wait for their response. You have a current US Visa already. The decision lies on the VO Officer. Your daughter for sure should get hers but then for you, they will look at your family ties back home, proof of funds, sufficient travel reason (i.e why are you following your daughter all the way to Canada just to help her start school) but like I said it depends on the Visa officer.

I just got an email from the lagos embassy as an update to my last week's email to them, (applied May 19th for my parents to come visit me)

"Good day,
Your email refers. Please be advised that your application has been finalized. The VFS office will be contacting you shortly in order for you to pick up your passport and documents"

Trusting that the result will be positive.
VFS hasn't sent a text. I will wait till next week Tuesday cos of the holiday to contact VFS.

Ok I guess yours is a bit different cos of your graduation timeline, which makes sense. My mum has been in Canada before tho but I guess lagos embassy is really busy this period. The last time she got her visa I wasn't really as worried and agitated as this cos there was really no rush for us and it took about two months. This year she had to get a new passport, but this one get as e bi sha lol cos its three months now! I guess even if I contact them again I don't have an urgent need that can put them on their toes. In my mind, my kids are resuming Sept and she's coming to reduce my stress lol. I have sent them two emails now, I guess we will just keep waiting noni.

Bio-metrics on May 19th
Sent 2 emails and CSE well within processing time and they responded the 2nd time( July 4th)that it was approved
Passport request-July 5th
Submitted passport in London because she travelled a day after she got her passport request but received permission from Accra to do so after I sent an email with exit and entry stamp to the UK.
Visa was approved after graduation date(May 27th) but she came in on August 2nd.

Docs submitted
MUMS
TRV form and family form
Passport pages with expired and valid visas to UK, France, US, Germany, India, Dubai, Italy etc.---she don waka
Bank statement- Not even up to 1 million naira. She is retired and no pension till date.
Dom account of $8,000 usd.

Docs from me
Invitation letter stating that she was coming for my graduation and will spend time with me afterwards
My bi-weekly paystub.
Birth certificate as proof or relationship.
Letter from school confirming graduation ceremony.

I did everything online for her. I prayed a lot because I felt I submitted few documents.

Well, my mum did biometrics on the same day she submitted at the Lagos office, which was on the 19th. Do you know of a phone number they can respond to? I have sent them an email but no reply.

It depends on the purpose of your visit. You have not stated your purpose of visit here. Because of your age, it will take a very strong and convincing travel reason for you to get a visit visa. The VO also looks at your Proof of funds.

I applied for my mother and son to visit me for my graduation but the process was long and graduation days past. Submitted Paper route on 8th of May.
They were delayed on the 11th of August.

Kindly assist with how we can get the GCMS. Saw several links on the forum but dont know how to go about it.

To answer your questions @Liz2014

1) Paper based applications for Permanent Residence do not require you to submit "work reference letters" and "Proof of funds". These are usually covered by the Nomination certificate of the Province. Should they require knowledge about this, your application submitted at the Province would be the reference, except otherwise they ask for updated letters or proof of funds, however, this is rarely the case. Your brother does not need to add any document beyond what is on the checklist.

2) Timeline according to IRCC website is strictly 16 months compared to express entry of 6 months. However, I have come across people's timeline who has been within 4 - 6 months. It majorly depends on the visa office. I am in the process but at the stage where I await the PPR. Medical passed June 5.

I noticed there is no thread for those who are applying for Canada PR under PNP paper based not express entry, so I will post my question here. (please refer me to one if there is)

My brother just received a Provincial nomination under High Occupations in Demand category. The nomination has been sent to CIC by the province as well and he's been asked to mail his PR application package to Sydney,NS and He is getting all required documents together (police clearance etc

Question 1: In the checklist for this category, they did not request for Employer letter and proof of funds (although they were required by province to get Provincial nomination, which he provided and he still maintained and has them). He told me he wanted to add it nonetheless and I told him why add what they did not ask for? If you've done this before, please advise

But I don't think its a must to do medicals before trv. don't know about study permits though, but I got the same email yesterday on behalf of my mum and she don collect her passport stamped with visa. I applied 4th august.
I know of people who's had trvs without medicals.
So wait till your dispatched passport arrives before jumping into conclusion.
