The Edo State Governor, Mr. Godwin Obaseki, has assured the people of the state of his administration’s resolve to vigorously pursue policies and programmes that would guarantee shared prosperity and engender more growth opportunities across the state.

Obaseki gave the assurance at the Alaghodaro Youth Summit/Job Fair tagged: ‘Pathway to Prosperity’ held at the Edo Innovation Hub in Benin-city on Friday as part of activities marking his administration's second anniversary celebration.

He said his administration is concerned about the plight of youths and is determined to restore hope, which informed the theme of the youth summit.

According to him, “We realised that Edo youths are aspirational because of their dream to dominate their environment. Our role as a government is to help you achieve these dreams.”

Obaseki said that despite the challenges faced by his administration, the state government has started on a good note by restructuring the basic education sector with the Edo Basic Education Transformation programme (EDOBEST), which has successfully trained 7,000 digital teachers to change the narrative of basic education in the state.

He added that the promise to create 200,000 jobs is becoming a reality with the creation of 77,200 jobs achieved in collaboration with federal government agencies and multilateral institutions.

"EdoJobs initiative is not only about giving you work, but it is part of it. It  was set up to teach you, train you as well as give you skills so that you can find jobs or create jobs for yourself and be an employer of labour,” he explained.

The governor also launched the Edo Graduate Internship Scheme (GIS) and the Edo Start-up Fund Initiative which are aimed at providing skills for the youths as well as access to finance for small businesses in order to eliminate obstacles that hinder youths from contributing to economic development.

The governor, who was visibly elated with the beneficiaries of the Edo Start-up Fund Initiative, gave each of the registered businesses N500,000 to scale up their businesses and provide job opportunities for others in the state.

Each of the beneficiaries of the Edo Start-up Fund Initiative received N300, 000.

Obaseki promised to make available N100million grant to fund start-ups in the state's 2019 budget.

Speaking on the Edo Graduate Internship Scheme, the governor said: "The scheme has identified projects in different areas like construction, technology and agriculture where we send youth for training. As they get trained, they will earn a stipend, and at the end of the training, we will place them on specific jobs.”

Obaseki also disclosed that the Benin Technical College is almost ready, adding that “by the last quarter of next year, we would have completed the restructuring of our Colleges of Education with campuses in Abudu to train primary school teachers and teachers for children with special needs; the Igueben campus will train secondary school teachers while teachers for technical and sports education will be trained on the Auchi campus.”

Senior Special Assistant to the Governor on Jobs Creation and Skills Development, Mrs. Ukinebo Dare, called on the participants to register on the EdoJobs portal so as to benefit from the 200,000 jobs promised by the government for the Edo people.

She said: “One hundred and seventy two employers have applied for the Edo State internship and apprenticeship skills scheme, and 18 of them are government Ministries, Departments and Agencies (MDAs).”

While welcoming participants and youth to the summit, the state Commissioner for Wealth Creation, Cooperatives and Employment, Emmanuel Usoh, said the Obaseki-led administration is well on track to fulfill its promise to the people on jobs creation through EdoJobs.

Usoh added that the administration has made appreciable progress in creating jobs for the youths of the state, and in two years, there’s certifiable evidence to show for it.

Edo State Governor, Mr. Godwin Obaseki, has approved automatic promotion for 33 outstanding officials of the Edo State Traffic  Management Agency (EDSTMA), who have shown commitment, dedication and diligence in discharging their duties.

Obaseki gave the approval while rewarding the 33 selected outstanding EDSTMA officials, who he said have given their best to ease vehicular and human movements in the state.

The governor, who was visibly elated over their elevation, said his administration and the people of the state were proudly delighted at the new EDSTMA and its officials.

According to him, "You have won the hearts of the people through the new approach to traffic management, and despite various provocations you receive daily from motorists and pedestrians, you have remained resolute and displayed unquestionable character. Many of you have displayed diligence  while discharging your duties."

He noted further that the process was transparent as both the management and the people of Edo State recommended the officials through various reports which were followed and investigated.

Obaseki said: "From my observation, almost all of you are good officials except a very few who choose to do otherwise, but actions are always taken when complaints come.

"As a government, we are going to recruit additional 250 EDSTMA officials before the end of the year to further ease some of the challenges faced by the agency.

"Today, we are rewarding those of you who have been outstanding in your duties. I have been advised that all of you should be promoted to the next rank and step, to motivate you and stimulate productivity in your field. I say thank you for making us proud as you are one of our success stories as we celebrate two years in office. Each of you will get N250, 000 and hopefully, this would motivate you to put in your best."

The governor explained that he has received report and proposal to install traffic lights across the Benin metropolis as well as  Closed-Circuit Television (CCTV) cameras to curb  violation of traffic, adding: I wonder why some people would disobey traffic lights (signs) when as a governor, I obey it."

Earlier, the managing director of the agency, Dennis Oloriegbe, thanked the governor for the opportunity given to them to serve the people of the state, and explained that through the commendation of the public and media, the 33 officials were selected for the reward.

Responding on behalf of the awardees, Osagie Emokpae, thanked EDSTMA management and the state governor for the opportunities given to them to contribute their quota to the state's development through traffic management, and  pledged further commitment and dedication to their duties.

"This is a motivating factor for us and we promise to continue to do our best to serve the state," he added.

Our attention has been drawn to a mischievous campaign designed to smear the image of the Edo State Governor, Mr. Governor Obaseki.

The disparagers have populated the internet with photographs of the governor when he momentarily succumbed to fatigue after a long flight, preceded by a chaotic itinerary in Edo State before heading to New York for the 73rd session of the United Nations General Assembly, in the United States of America.

The idle hands and mischievous minds behind the smear campaign against governor Obaseki are clearly not people to be taken seriously.

Despite Governor Obaseki’s rare work culture, unmatched by his peers, we have never portrayed him as a machine. He can experience fatigue and exhaustion, an indisputable fact of life, to which all humans are susceptible.

The internet is awash with photographs of outstanding world leaders who have at one time or the other yielded to fatigue at meetings.

The list includes the Chancellor of Germany, Angela Merkel; Japanese Prime Minister, Shinzo Abe; former United States President, Barack Obama; his Economic Adviser, Larry Summers; Pope Benedict XVI; former British Prime Minister, Gordon Brown; former Italian Prime Minister, Silvio Berlusconi and the former Austrian President, Heinze Fischer, amongst others.

Those who are familiar with the daily work schedule of Governor Godwin Obaseki have attested to his rare and unique work ethics, devoid of fanfare and trivialities.
A cursory look at the governor’s itinerary between September 21 – 23rd, before he entered the UN meetings in New York, shows the following: Friday September 21, 2018, 9:30am, Swearing-in of members of the Edo State Oil and Gas Producing Areas Development Commission (EDSOGPADEC) Board; 10:30am, Swearing-in of new members of the Edo State Universal Basic Education Board (SUBEB); 12noon, Meeting with Amaju Pinnick, the Nigeria Football Federation (NFF) President; 12-5pm, attended to mails and correspondence; 5-7pm, on the road from Benin City to Irrua in Edo Central.

Between 7-9pm, he held a meeting with Edo Central Community and Political leaders in Irrua; from 9-10pm, he was on the road from Irrua to Fugar, headquarters of Etsako Central Local Government Area. From 10pm to 12am the next day, he held a meeting with community and political leaders in Fugar.

On that same Saturday between 12-3am, Obaseki met with overseers of the Health Improvement Programme (HIP) along with his Chief of Staff, Chief Taiwo Akerele; the Special Adviser on Media and Communication Strategy, Crusoe Osagie; Executive Assistant, Ethan Uzamere; in Fugar, Etasko Central LGA.

The team rested between 4-7am on Saturday and proceeded to Warake to inspect the Primary Healthcare Centre there, which is near completion.

Between 9-10am, the governor was on the road from Warake to Okpella where he commissioned the Transmission Company of Nigeria (TCN)’s Power Transformer in Okpella.

From 11am, he headed to St. Ambrose Catholic Church, Emaudo in Ekpoma, for the memorial Church Service of the late Professor Ambrose Alli, former governor of old Bendel State. He was at the late Prof. Ambrose Alli’s House for a visit from 4pm and was on the road from Ekpoma to Benin City between 4:30 and 6pm.

He left Benin City for New York around 6pm and was scheduled to arrive New York between 11-12noon, Sunday (New York time) for the 73rd session of the United Nations General Assembly.

He was to await President Muhammadu Buhari’s arrival between 4-6pm after which he met with the President’s aide over the next day’s proceedings at the United Nations.

The governor’s activities in the days before his trip to New York give insight into his attitude to work and governance, and followed similar crowded itinerary, in China, where he sealed final investment agreements on the development of the Benin Industrial Park, the Benin River Port and the Modular Refinery project few days before.

The Edo State Government has said that the ongoing revamp of the Government Science and Technical College (GSTC), formerly known as Benin Technical College is to position the college to offer quality Technical and Vocational Education and Trainings (TVET) that meet global standards.

Speaking during an inspection tour of ongoing reconstruction work at the facility, the State Commissioner for Science and Technology, Dr. Christopher Adesotu, said that on completion, the college will groom technical hands with international certification and industry-relevant skills.

He said government is pleased with the pace of work at the college, noting that it serves as one of the legacy projects of the Governor Godwin Obaseki-led administration.

“I am satisfied with the progress of the reconstruction work done so far. When I came here about five months ago, the level of work was not up to this. The rehabilitation programme includes construction of two blocks of 24 classrooms, which is progressing smoothly.”

He disclosed that the state government has employed more vocational and technical teachers who will be deployed to the college and added that the curriculum of the college is being redesigned to meet global standards, with input from development partners like the World Bank.

“We want to have a situation that when you graduate from this technical college, you would have gotten the required training and skills to start your own company,” he assured.

Adesotu commended the employment of 10 graduates from the college by Segato Limited, the contractor handling the project.

To consolidate on the gains recorded in the basic education sub-sector in Edo State, Governor Godwin Obaseki will on October 6 unveil 7,000 newly trained digital teachers in the teachers' professional development programme of the Edo Basic Education Sector Transformation (Edo-BEST) initiative.

Executive Chair Designate, Edo State Universal Basic Education Board, (SUBEB) and Special Adviser to the governor on Basic Education, Dr. Joan Osa Oviawe, who disclosed this in a chat with journalists, said that the government is advancing rapidly with its reform of the basic education sub-sector.

According to Dr. Osa Oviawe, "The graduation ceremony which will hold at the University of Benin Sports Complex, Benin City, is an opportunity to highlight the governor's vision to re-enact basic education in Edo State through the Edo-BEST programme."

She explained that "since the launch of Edo-BEST Programme in April, 2018, no fewer than 7000 head teachers and teachers have moved from analogue to digital teaching, using tablets and smart phones. 612 public primary schools have been captured in the programme, with over 150,000 pupils billed to benefit. In addition, over 800,000 textbooks are being deployed across the 612 schools currently."

The graduation ceremony she added, will hold at the University of Benin Sports Complex, Benin City.

She further said that the ceremony was planned to coincide with the International Teachers day, on October 5, and would serve as a means to join teachers across the world in celebrating the contribution of teachers to development and also acknowledge the place of technology in the classroom of tomorrow.

Recall that Governor Godwin Obaseki in April launched the Edo-BEST programme, where 2, 000 teachers were unveiled after participating in the pilot phase of the programme.

An initiative of the Governor Godwin Obaseki administration, Edo-BEST is aimed at developing a highly-skilled teaching workforce by training, supporting and motivating Edo State teachers to succeed in the classroom of tomorrow and enhance the Edo State Basic Education curriculum thereby empowering children to compete effectively in the world of work.

The programme is already transforming the basic education delivery systems in Edo State, by leveraging technology in education provision and utilising accurate and timely data to drive policy and planning decisions.

Wife of the Edo State Governor, Mrs Betsy Obaseki, has charged  female political appointees in the state to continue to live up to the confidence reposed in them by the Governor Godwin Obaseki-led administration.

Mrs. Obaseki made the call at the one-day workshop organised by the Office of the Special Adviser to the Governor on Gender Issues, in collaboration with the Office of the Wife of the Edo State Governor, in Benin City on Thursday.

Mrs Obaseki commended the female appointees that had already distinguished themselves in the various positions they are saddled with and called on others yet to make good use of their positions in the state's drive to sustainable development, to endeavour to do so.

"Let us not disappoint ourselves; we need to prove to the men that we are capable hands. The governor believes in the role of women in societal development and transforming the political sphere. That is why he gave you the opportunity to serve.

"So, we should live up to the confidence reposed in us. We should not be seen as benchwarmers or to fill the numbers. Rather we should use our strength to bring transformation in the various positions we occupy," she said.

She urged the female political appointees to understand the vision of the present administration so that they could run with it and tasked them to be good managers of resources.

Mrs. Obaseki also urged the Special Assistants to the State governor on Gender Issues to deliver on the task of bringing the challenges of women to the front burner and be ready to prove beyond doubts, the reasons they were appointed.

Special Adviser to the Governor on Gender Issues , Ms Efosa Uyigue, said the workshop was organised to strengthen the state government's efforts to mainstream women in the decision-making process.

She urged the 18 Special Assistants on Gender Issues to mobilise communities to support the Obaseki-led administration and resist any form of victimisation in the cause of executing their duties.

"The governor believes in the role of women in grassroots development, that was why he appointed a Special Adviser on Gender Issues and 18 female Special Assistants on Gender Issues drawn from the 18 local government areas of the state. This workshop should empower you to perform better in your assignment," she said.

Participants at the workshop were tutored on work-life balance, leadership and strategies to mainstream women in policymaking as well as professional etiquette in the workplace.

The Edo State Governor, Mr Godwin Obaseki, has saluted promoters of democracy across the world for defending a system of government that allows people to forge their destinies through popular participation in governance.

Obaseki who said this on the occasion of the International Day of Democracy, celebrated on September 15, each year, noted that "democracy has proven effective in aggregating the needs and developmental aspirations of the people as well as in allocating resources to all segments of the electorates."

The governor advised political actors and leaders to "use the international day of democracy to reflect on how much impact we have made in the lives of the people that voted us into power."

He added: "Our policies and programmes must be designed to address the developmental challenges facing the electorates and the ideals of democracy such as the rule of law, political freedom and tolerance of dissenting views and opinions as well as legal equality must be upheld."

Obaseki argued that "the major task before democratic leaders is to put aside issues that are extraneous to development and focus on human upliftment and progress, more so in developing countries."

He maintained that this year's theme – "Democracy under Strain; Solutions for a Changing World" dovetails with his administration's conviction that more women and young people must be given more roles to play in governance.

"We are resolute about mainstreaming women's issues in governance and we firmly believe that we cannot continue to undermine women and the youths in our policy design, considering the fact that participation in governance is strictly a matter of human right and with the growing population of women and the youths, we run a great risk if we do not allow them their space."

The governor said: "We currently have 18 female senior special assistants and a special adviser on gender issues in Edo State, in addition to the other female appointees on my cabinet. I made these appointments to bring women's issues to the table. We created EdoJobs to address the issues of unemployment and unemployability and so far, the outcomes have been impressive."

He stressed that his administration is committed to progressive ideas to keep pace with emerging issues in democratic governance and assured that no segment of Edo people and residents will be left behind in the delivery of the dividends of democracy.

According to the United Nations "This year's International Day of Democracy is an opportunity to look for ways to invigorate democracy and seek answers to the systemic challenges it faces.

"This includes tackling economic and political inequalities, making democracies more inclusive by bringing the young and marginalised into the political system, and making democracies more innovative and responsive to emerging challenges such as migration and climate change."

The organisation said that with this year's 70th anniversary of the Universal Declaration of Human Rights, the International Day of Democracy is also an opportunity to highlight the values of freedom and respect for human rights as essential elements of democracy.

"The Universal Declaration of Human Rights, which states that 'the will of the people shall be the basis of the authority of government' (article 21.3), has inspired constitution-making around the world and contributed to global acceptance of democratic values and principles. Democracy, in turn, provides the natural environment for the protection and effective realization of human rights.

"The 2030 Agenda for Sustainable Development addresses democracy in Sustainable Development Goal 16 recognizing the indivisible links between peaceful societies and effective, accountable and inclusive institutions," the global body added.

The Governor of Edo State, Mr. Godwin Obaseki, has charged policymakers on technology-focused skills empowerment programmes that groom youths in specialised technical fields such as digital skills and core artisanal vocations to enable them contribute to national development.

The governor, who said this in commemoration of the African Day for Technology and Intellectual Property marked every September 13, stressed the need for robust programmes to harness the energies of youths in the fourth industrial revolution, which thrives on the knowledge economy.

He added that “though a lot of young people lack jobs, there are actually opportunities for skilled labour if youths, even graduates, can be retrained, through well-thought-out, immersive programmes to deploy their theoretical knowledge in exploring the uncharted opportunities in skills-oriented vocations.”

He argued that it is pertinent to arrive at these innovative solutions to unemployment because of the urgency of the task to transform the Nigerian economy into a thriving, solution-driven industrialised country.

According to him, “As we mark the African Day for Technology and Intellectual Property, it is important to stress the need to expand the industrial base by co-opting educated but unemployed university graduates to solve the problems of paucity of skilled labour. We stand a better chance of having innovative solutions to problems when these set of people bring their diverse sets of skills in unlocking the opportunities for skilled labour.

He said that the Edo State government has already started this with the aggressive drive to train and retrain job seekers for opportunities in different vocations, equipping them with in-demand skill set through its EdoJobs initiative.

“Much as we have done a lot to train secondary school leavers, we are also keen on retraining university-educated job seekers on new skill areas to enable them tap into the opportunities being created in the state, especially as we require specialised skills in the quest for industrialisation,” he said.

To set a definite course for its industrialisation drive, the Edo State government will be hosting stakeholders in the industrial sector, comprising trade unions, chambers of commerce and manufacturers, to a validation session for the newly drafted Edo Industrial Development Policy on Thursday.

The Focal Person for the Edo Industrial Policy and Senior Special Assistant to Governor Godwin Obaseki on Investment Promotion, Mr. Kelvin Uwaibi, in a statement, said the session would serve to engage stakeholders in the sector especially the Manufacturers' Association of Nigeria - Edo/Delta branch, Miners Association of Nigeria Edo branch, Edo Exporters Clusters, Nigerian Association of Small Scale Industrialists Edo branch, Technology Incubation Centre Edo State chapter and the Edo International Business Forum.

He said the document is being developed in partnership with the United Nations Industrial Development Organisation (UNIDO), to ensure that the industrial base is built on international best practice.

According to him, "We are holding this session after we had sent out draft copy of the Edo Industrial Development Policy to the stakeholders for review. This will serve to aggregate their views and critically review the document before we arrive at the final policy.

"All these stakeholders were consulted and we believe it will be of immense benefit to have them look at it for the last time. This is because the Edo state government is keen and sincere in its plan to build an inclusive industrial base that everybody will benefit from and contribute to."

The policy is the brainchild of the Governor Godwin Obaseki-led administration to reset the state's economy for growth and expansion.  In the run up to the development of the policy, Obaseki, who is pushing hard on big-ticket projects, noted that "steps that have been taken by our administration are in line with the state's well-articulated industrial development policy which will support increasing growth rates, generation of sufficient employment opportunities and sustainable economic growth and development."

The Edo State Governor, Mr Godwin Obaseki, on Wednesday charged environment experts to fast-track work on the Edo State Environment Policy that was tabled for validation at the expert session in Benin City, the state capital.

The policy document which was prepared in partnership with the United Nations Industrial Development Organisation (UNIDO), according to Obaseki, would address environmental issues such as flooding, deforestation, amongst others.

Senior Special Assistant to the Governor on Environment, Dr. Felix Iyalumhe, who shared the governor's expectations, explained at the one-day validation workshop for 'Edo Environment Policy,' that the state was working with critical stakeholders on the last lap of the policy, with a view to having a document that will help create a safer and cleaner state.

Iyalumhe added that residents of the state would benefit from the implementation of the policy as it would address the issue of flash floods and other environmental challenges being faced in the state.

The National Programme Officer, UNIDO, Mr Reuben Bamidele, noted that human activities have continued to pose a great deal of threat to the sustainability of the environment.

Bamidele assured that when developed, the Edo Environment policy would checkmate the activities that cause environmental degradation in the state.

"Edo is currently being faced with challenges  of erosion, deforestation especially with the furniture business in the state; the forest is gradually being eroded.

"In the area of agriculture, the effect of bush burning and use of agrochemicals also pose a threat to the environment; these are challenges the state has to tackle. The environment policy is needed to mitigate their impact," he added.

Permanent Secretary in the Ministry of Environment and Sustainability, Mr Brai Emoedume, explained that the essence of the workshop was to validate the input of stakeholders in the policy.

"Environment is key to human existence, hence the need to have a framework to coordinate activities happening within it. We should consider the environment as something we are holding in trust for our children and protect it," the permanent Secretary said.

Edo State Governor, Mr. Godwin Obaseki's affordable housing programme has stirred a mild revolution in the state's real estate sector, as increased confidence in the administration has led to a rush for units in the state government-backed 1800-unit Emotan Gardens housing project.

Emotan Gardens, an ambitious affordable real estate project, is being developed by the Edo Development and Property Agency (EDPA) and MIXTA Africa, a renowned real estate company in Africa.

Receiving interim report of the state government's outing at the 27th Edo National Association Worldwide (ENAW) Convention in Toronto, Canada, Edo State Governor, Mr Godwin Obaseki, expressed his delight at the endorsement of the Edo community in the diaspora for the housing project.

"I am glad that the Emotan Gardens project resonated with our people in the diaspora. We have several other projects in other sub-sectors of the state's economy that have been carefully designed to improve the wellbeing of all Edo people, irrespective of where they currently reside," the governor said.

Executive Chairman, EDPA, Isoken Omo, said since sales commenced for units in Emotan Gardens, the agency has been inundated with calls from different parts of the world, noting that the overwhelming response is as a result of the seamless and trustworthy mechanism set up to manage the process.

"The demand is pursuing the units available. It has mostly come from Edo people in the state and in the Diaspora, particularly at the just-concluded Edo National Association Worldwide (ENAW) convention in Canada, where Edo sons and daughters bought many units.

"The local diaspora, that is Edo people in other states of Nigeria, are also snapping up units. Non-indigenes from other states have joined in the rush for the houses. So, anyone who is yet to make their intention known should do so as soon as possible," she urged.

She attributed the demand to the solid land reforms of the Obaseki-led administration; transparency in land allocation and collection of titles which is spearheaded by the Edo Geographic Information Service (EDOGIS) agency, and the absence of middlemen in the sales of the housing units in the Emotan Gardens project, as against the old system where those in the diaspora lost monies through friends and relatives.

According to her, "The confidence in this administration is one of the reasons for the impressive response we have received. There is also the assurance that monies invested in the project are being judiciously utilised due to the integrity of our partner, MIXTA Africa, as well as Governor Godwin Obaseki's sincerity."

Hotel owners in Edo State have thrown their weight behind the efforts of Governor Godwin Obaseki to industrialise the state, and have begun positioning themselves to take their share of the resulting tourist traffic.

Chairman, Board of Trustees of the Association of Hotel Proprietors, Edo State chapter, Mr Roland Osunde, who led members of the association on a courtesy visit  to the governor, in Benin City, saluted the governor’s bold steps in transforming the state's economy.

Specifically, Mr Osunde said the development of the Benin River Port in Gelegele would boost tourist traffic in the state and impact positively on the hospitality and tourism sectors as well as the larger economy of the state.

He explained that his association is a major player in the hospitality sector and a major employer of labour in the state, with over 1700 workers across the 18 local government areas.

Mr. Osunde assured the governor of his association’s readiness to contribute to the state government’s efforts at diversifying the economy and improve the wellbeing of Edo people and residents.

In his response, the Governor, Mr Godwin Obaseki, assured his guests of more support for their business as work on a master plan for the tourism sector is in progress.

The governor noted that as more investment deals are executed in the state, traffic in the tourism and hospitality sector would increase.

“Economic activities in the hospitality sector have been impacted significantly by the policies of the government, hence it is our decision to grow the industry but we cannot do it alone, we need your support.

“We see a lot of business traffic in the state as a result of the ongoing industrialisation drive by this administration and we see you as our biggest beneficiaries,” Obaseki said.

He maintained that when work on the tourism master plan is finalised, the hotel owners would benefit immensely from the boom that the sector will record.

Managing Director of Edo Geographic Information Service (EDOGIS), Arch. Frank Evbuomwan, has said that investor confidence in all sectors of the state is on the rise, with easier, cheaper and convenient way of processing title documents for landed property.

Evbuomwan, who disclosed this during an interview with journalists in Benin City, the state capital, noted that the process has now been computerised and is now customer-focused.

According to him, “Our processes are computerised; we are very seamless now. When you come around, you will find that we have developed a system for customer service, which is because we are a customer-focused agency now.

“It is very much easier now, a lot cheaper and we have put in a lot of conveniences to ensure that even those who are outside the country can benefit from our services.”

On the new cost regime in acquiring Certificate of Occupancy (C-of-O) in the state, he explained, “C-of-Os differ from land to land. For instance, a piece of land measuring 100x100 feet in a place down Airport Road, which C-of-O, would have cost between N300,000 and N350, 000, now goes for far less. I am talking about official cost, under the new regime, on that same piece of land you will get the C-of-O for as little as N60, 000, with no extra payment.

On the process of acquiring the title, he said, “All you need do is to come in here, fill your application form, we will give you the offer letter. You will pay for the C-of-O and you will not need to pay for any other thing or see any other person until we call you in to come and pick up your C-of-O, signed by the governor.”

On the price variations for the different range of property, he said, “If you have a plot measuring 100x200, the difference in cost is just N10, 000. So, the 100x200 plot will cost N70, 000. It is not geometric. We have a new website: www.edogis.org, which contains the terms and conditions for getting a C-of-O, including the prices. This is the first time in the history of this state that government will put the prices in public domain. So, you can actually calculate how much your C-of-O will cost, by yourself.”

According to Evbuomwan, the renewed focus of the agency has improved the rating of the state on the ease of doing business, noting, “First of all, in the ease of doing business index being monitored by the World Bank, out of the 36 states with the Federal Capital Territory (FCT), Edo State stands at about 28th to 29th position. Before now, to get your C-of-O, it took a period of six months to three to four years, or even more. In Rwanda, which is an African country, to get your title, it takes 24 hours.

He said, “One of the first things we decided to do when Governor Obaseki assumed office was a marching order to cut down the time for getting C-of-O. We are committed to delivering your certificate in 30 days. Our goal obviously is to try as much as possible to match the Rwanda time, and we are starting with 30 days.”

Edo State is well on its way to clinch a chunk of the $60 billion penciled down as financial support by the Chinese President, Xi Jinping, for the African continent, announced at the ongoing 2018 Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) in China.

In his keynote speech, Xi Jinping said that in the next three years China would float eight major initiatives with African countries, to realise a closer China-Africa community of shared destiny. He noted that the fields of interest for China include industry, investment, trade, infrastructure, health, culture, environmental protection and security.

Governor Godwin Obaseki with representatives of the federal government in Beijing on Monday, engaged representatives of the Chinese government and top-guns of the China Harbour Engineering Company (CHEC) Limited in China, in what followers of the investment collaboration with the Asian country, say, is the last lap of talks to secure final investment decisions and commence full scale development of the Benin River Port project, the Benin Industrial Park and the Modular Refinery.

On the Edo State Government's side are governor Obaseki with some of his aides; the Director-General of Nigerian Investment Promotion Commission (NIPC), Yewande Sadiku, Acting Director General of Nigeria Governors' Forum (NGF), Secretariat, Alhaji Abdullateef Shittu, amongst others.

The project is expected to open the state for foreign trade and boost local production, leveraging the state’s strategic location to attract investment and grow manpower.

Before leaving for China, Obaseki had approved the release of N700 million ($1.9 million) for the Benin Refinery project, which the state government is executing in partnership with a Chinese consortium.

With the initial investment capital approved, experts conversant with the project, say the state government is well placed to seal the deals for the projects so that development work can commence in earnest.

The governor said that the investment drive is to steer the state away from dependence on oil and set it on the path of prosperity anchored on a solid industrial base.

According to him, “We are excited about the Modular Refinery project and are certain that with our Chinese partners, we will begin work on the project in no distant time.

The project is going to transform the state’s economy and position us as a hub for fabrication of refinery parts with the setting up of SIPS fabrication yard to groom local capacity in that sector.”

The Chinese government also made commitment to establish the China-Africa Economic and Trade Expo in China. The country fully supports the goal of basically achieving food security before 2030 as proposed by African countries, and will provide one billion yuan (146.3 million US dollars) in emergency humanitarian aid to disaster-affected African countries.

Edo State Governor, Mr. Godwin Obaseki and the Chief of Army Staff, Lt. General Tukur Yusuf Buratai, have called for the adoption of the Public Private Partnership (PPP) model in logistics support for the Nigerian Army to enable it tackle the nation’s security challenge.

Obaseki maintained that for the nation’s fight against terrorism and other crimes to succeed, all hands must be on deck to support the Nigerian Army and related security agencies.

The governor, who spoke through the Head of Service of the state, Mrs. Gladys Idahor, at the opening ceremony of the 20th Combat Service Support Training Week held at the Nigerian Army School of Supply and Transport in Benin City, emphasised that government alone cannot provide all the logistics need of the Nigerian Army especially in the face of new security challenges.

“The academia and organised private sector need to share ideas on ways of meeting the contemporary needs of the Nigerian Army” Obaseki said.

He noted that the theme of the training: “Enhancing Combat Service Support capability through Public Private Partnership to meet Nigerian Army’s Contemporary Challenge” is apt, and commended the security outfit for its planned medical outreach to people in selected communities in the state.

He added that regular training of security officials is important in the face of new threats to national security and said Edo State’s current status as the most peaceful state in the country, is due in part, to the partnership with the Nigerian Army.

The Chief of Army Staff said tackling contemporary security challenges in the country requires a more robust logistics plan, noting that to a large extent, logistics determine the capability of any army to perform its duties.

Lt. Gen. Buratai who was represented by Major General Ademoh Salihu, explained that the need for a more efficient and effective logistics model for the Nigerian Army through public private partnership has become expedient.

He said the Army’s continued dependence on importation of military hard wares has had adverse effect on their operations especially in the fight against insurgency in the North East region.

He commended the combat service support corps for their relentless service in the fight against insurgency in the country and urged them to leverage on the three days training opportunity to fashion out ways to enhance their capacity in the provision of logistics to nip the security challenges facing the country in the bud.

Leaders of Esan Youth Coalition, a socio-cultural, non-political and non-profit organisation have joined thousands of Esan political and thought leaders as well as professional groups in condemning the recent unprovoked attack on Governor Godwin Obaseki’s convoy after a political meeting in Irrua, headquarters of Esan Central local government area of the state.

In a statement jointly signed by Hon. John Illegbenosa (Esan West, Ekpoma) National Deputy President; Barr. Cyril Odiboh (Esan South East, Ubiaja) National Secretary; Ikhile Alfred, Igueben Local Government Area Coordinator; Inedegbor Oyakhilomhen, Esan North LGA Coordinator; Oriabure Ediale, Esan West LGA Coordinator; Hon. Ose Eromosele, Esan Central, Irrua Coordinator; and Patrice Odiboh, Esan South East Coordinator, the organisation said “the attack has left a sour taste in the mouth of well meaning Esan youths, leaders and elders.”

A separate statement entitled ‘A Letter Of Unreserved Apology’ issued by leaders of the All Progressives Congress (APC) from Esan Land, described the attack as “disgraceful, a taboo and totally unacceptable.”

Esan APC leaders alleged that the attack was motivated by Chief Francis Inegbineki.

Esan Youth Coalition noted that the behaviour of the perpetrators of the unprovoked attack on the governor’s convoy does not represent the true character of Esan youth.

“The behaviour of these few elements does not in any way represent the true Character of an Esan youth. The average Esan Youth is humble intelligent, resourceful and respectful,” the socio-political group said.

“We also call on Esan sons and daughters both at home and in diaspora to condemn this attack while urging all our people to always take advantage of all legal and legitimate channels to resolve issues from time to time.

“We apologise to the governor over this grievous act and appeal to him to see Esan land and her people as his land and people. We will continually welcome ‘you’ to Esan land and continue to support you as you pilot the affairs of Edo State,” they added.

Edo State Government has donated relief materials to communities affected by windstorm in Esan West and Owan West local government areas of the state.

The Special Adviser to Governor Godwin Obaseki on Special Duties, Hon. Yakubu Gowon, handed over the relief materials on behalf of the state government to chairmen of the two local councils in Benin City, the state capital.

Gowon said governor Obaseki had earlier extended similar gesture to some communities in other local government areas in the state where windstorm wreaked havoc three months ago.

He explained that Governor Obaseki has fulfilled the promise he made shortly after the disaster, to assist the affected communities.

"This is a continuous exercise; as at date, we have donated relief materials to communities in about 12 local government areas and we have been receiving letters of appreciation from the beneficiaries.

"While some states in the country that experienced similar disaster are still waiting for the support of the federal government, the Edo State government has gone ahead to render assistance to these communities," he said.

Receiving the items, the chairmen of the councils commended the Obaseki-led administration for bringing succour to the affected persons.

The Chairman of Owan West Council, who was represented by Mr George Ohioma, assured that committees would be set up to oversee the distribution of the items as directed by the state government.

The Chairman of Esan West LGA, represented by Osborn Elimhele said "we are happy about the intervention from the state government and we will ensure that the affected people get the materials.”

The relief materials include roofing sheets, bags of cement, ceiling boards and bags of nails.

*…seeks support of Diaspora community*

In a concerted effort to get the buy-in of the state's Diaspora community, Edo State Governor, Mr. Godwin Obaseki, will be showcasing the revolutionary Edo Basic Education Transformation (Edo-BEST) programme and the 1800-unit Emotan Gardens project, among other growth and development enablers at the Edo National Association Worldwide (ENAW) Convention in Canada.

The four-day Toronto convention, the 27th in the series, will hold from August 31 – September 3. It is arguably the single largest gathering of Edo professionals in the Diaspora, making it a key stakeholder in the state's affairs.

Governor Godwin Obaseki, will lead the state government's delegation to the Toronto convention and will be showcasing a bouquet of projects, which needs the input and buy-in of the Diaspora community.

Among the star projects listed to feature in the governor's discussions is the Edo-BEST programme, for which approval has been given for full roll-out in three oil and gas producing local government areas, comprising Ovia North East, Orhionmwon and Ikpoba-Okha. A pilot phase is running in select local governments across the state. However, more investment is needed for full roll-out across the state.

An initiative of the Governor Godwin Obaseki-led administration, the Edo-BEST programme, will develop a highly-skilled teaching workforce by training, supporting and motivating Edo State teachers to succeed in the classroom of tomorrow; enhance the Edo State Basic Education curriculum thereby empowering children to compete effectively in the world of work.

The programme is expected to leapfrog the basic education delivery systems by leveraging technology in education provision and to gather and utilise accurate and timely data to drive policy and planning decisions.

In the programme, every teacher will receive tablets loaded with digital lesson plans for every lesson needed for each day. Head teachers are given smart phones and provided with monthly data to enable them use the software in the smart phone to register all children and take attendance and manage teacher performance in each classroom every day.

The other project is the 1800-unit Emotan Gardens, an ambitious real estate project, that seeks to rejuvenate the state's real estate sector and provide affordable housing to residents and those in the Diaspora. The state government is developing the estate through the Edo Development and Property Agency (EDPA) in partnership with MIXTA Africa, a renowned real estate and property development company.

Executive Chairman, Edo Development and Property Agency (EDPA), Isoken Omo, in the build up to the convention, assured that a mix of engagement strategies would be deployed in the state government's effort to meet the housing and other needs of Edo people in the diaspora.

According to her, "The Edo State Government and her partners are upbeat about the Emotan Gardens and similar housing projects coming on stream soon. It is an opportunity many of our people have been waiting for to acquire decent housing through a very transparent process devoid of encumbrances."

She explained that "the appeal of Emotan Gardens has been phenomenal, as would-be subscribers are just waiting for us to open sales. Governor Obaseki is passionate about this product and will be exhibiting it at the ENAW Convention."

Another sector expected to be featured by the government at the ENAW Convention is the ease of doing business, specifically in the built sector, following the signing of the Private Property Protection Law, which has abolished the activities of Community Development Association (CDAs).

Obaseki visits APC leader, Amegor over son's death

The Edo State Governor, Mr Godwin Obaseki, has paid a condolence visit to the Edo South Senatorial leader of All Progressives Congress (APC), Gentleman Amegor, over the death of his son, Uyi Amegor.

The late Uyi Amegor, was the Vice Chairman of Egor Local Government Area, until his death.

Obaseki was accompanied on the visit by his Chief of Staff, Chief Taiwo Akerele, and the Commissioner for Communication and Orientation, Hon. Paul Ohonbamu.

The visibly shaken governor, who could not speak to journalists, spent some time condoling with the Amegor family at their Siluko Road residence, in Benin City, the state capital.

Recall that when news of Uyi Amegor's death broke earlier in the week, the governor expressed rude shock at the news and said he was taken aback by the passing of Hon. Uyi Amegor.

"I commiserate with his family, Edo South Leader of our party, Gentleman Amegor and the people of Egor local council. We lost Mr. Uyi Amegor at a critical moment of our development as a state, when he was working with the team at the local government to reposition local government administration. It is indeed a great loss to the people of Egor local council and the entire state," Obaseki said.

He pledged that the Edo State Government and the entire APC family will stand by the Amegor family through their trying moments and prayed that God grants the family the fortitude to bear the huge loss.
