Politics / INEC Takes Final Decision On Anambra Guber Election Today by Okwyla: 5:10am On Oct 05, 2021
The Independent National Electoral Commission will today hold an emergency security meeting in Abuja to take a final decision on the conduct of the November 6 governorship election in Anambra State.

There are fears that the activities of the Indigenous People of Biafra (IPOB) in the state may hinder the conduct of the election. Political parties and candidates have reportedly suspended their campaigns owing to the worsening security situation in the state.

Director, Voter Education and Publicity, INEC, Victor Ayodele Aluko, told reporters yesterday that the emergency Inter-Agency Consultative Committee on Election Security meeting would among others deliberate on the way forward.
Asked if the INEC was considering postponing the election as a result of the insecurity in the state, he said the answer would come after today’s meeting.

INEC Chairman Prof. Mahmood Yakubu had last Wednesday expressed fears over the worsening security challenges in the state.

However, politicians and residents of Anambra yesterday expressed hope that the election would hold as planned despite the security challenges in the state.

The director of media in the Andy Uba campaign council, Afam Ogene said the election would hold and the APC was prepared for it.

A director in the campaign organization of the APGA governorship candidate, Charles Soludo, Don Adinuba, said the insecurity would not affect the election.

Adinuba, who is also the Commissioner for Information in the state, said the government was putting measures in place to ensure peaceful conduct of the election.

Similarly, the publicity secretary of the PDP in the state, Nnamdi Nwangwu, said the party was hopeful that the election would hold and was preparing for it.

A resident of Awka, Philip Obasi, said that though there were concerns, the election would go as scheduled.

But Miss. Ngozi Uche, another resident, doubted that the election would hold as non-state actors “continue to decide when people come out and go in.”

The vice president of the Ohaneze Ndigbo, Chief Damian Ogene-Okeke, urged the federal and state governments to give the citizens hope of safety.

“Security is the duty of the federal and state governments. They should do the needful by providing security to the people. Nobody is happy that people are being killed every day unchecked. Killing is killing either in Anambra or Zamfara,” he said.

He called on President Muhammadu Buhari to address the security challenges in the country

The Commissioner of Police, Tony Olofu, charged his personnel to be firm and resolute inmtaking the battle to the doorstep of the attackers.

Politics / 1,409 Students Abducted, 16 Killed In 1 Year by Okwyla: 6:38am On Oct 04, 2021
Plan International Nigeria, a non-governmental organization, says available records have shown that at least 1,409 students have been kidnapped from their schools in the country since 2020 and as many as 16 reported to have died or been murdered by the gangs.

It said as primary and secondary schools across Nigeria reopened for a new academic session, many children were unable to return to their classes due to “the unacceptable level of insecurity and abduction of students.”
It called on the Federal Government to take concrete actions to end school abduction and make education safe for all as Nigeria prepares to host the fourth international conference on safe schools declaration this month.

The organization made the call in a statement yesterday by its Interim Country Director, Robert Komakech, to commemorate Nigeria’s 61st independence anniversary.

Immediate past President General of Ohanaeze Ndigbo, Chief Nnia Nwodo has distanced himself from a media publication ascribing to him statements on the killings in Imo and Anambra states.

The story, according to Nwodo, had it that he blamed the Indigenous People of Biafra, IPOB, for the killings in the south east states.

But Nwodo in a reaction to the online publication, on Sunday, said it was unfounded, maintaining that he never spoke to anybody on such controversial issue.

He dismissed the story as emanating from mischief makers and urged the general public to ignore it.

Nwodo said: "My attention has been drawn to a publication alleging that I made a statement on the recent killings in Imo and Anambra States.

"The statement further alleged that I referred to IPOB as being responsible for the killings.

"I state without reservation that I didn't make any such statements. I have deliberately refused any press interviews since I finished serving out my tenure as President General of Ohaneze Ndigbo.

"I took this decision in order to ensure that my successor's voice is undiluted and unmistaken as the sole voice of Ohaneze leadership."

He described the story as a speculative journalism and urged the media to be guided in their publications.

As Nigeria celebrates its 61st Independent today, Bauchi State Governor, Senator Bala Abdulkadir Mohammed, has appealed to citizens to not only rededicate themselves to the country but also be patriotic and pray for God’s blessings.

The Governor made the appeal in his goodwill message to the people of Bauchi State on the occasion of Nigeria’s 61st Independence anniversary celebration.

“As we celebrate the 61st Anniversary of the Independence of Nigeria, my appeal to all of us is to re-dedicate ourselves to our country, be patriotic and above all, continue to pray to Almighty Allah to shower His mercy and blessings on us so that we can continue to live in peace with one another and make our state and country great,” he stated.

While calling on Nigerians to “give gratitude to Allah for sparing our lives to witness yet another anniversary”, the governor said the anniversary should be used to reflect on the struggle and sacrifice of the country’s founding fathers.

According to him, while doing this, people should use the auspicious occasion to emulate the founding fathers and ensure that their labour was not be in vain.

Mohammed noted that as of the time Nigeria got independent, there was skepticism on Nigerians’ ability to govern themselves, declaring that they have now shown to the world that they are not only able to govern themselves but also understand their differences, respect each other’s values and unite themselves.

“The 61st Independence anniversary should be used to reflect on the struggle and sacrifice of the founding fathers of this country.

“As we reflect on the virtues of our heroes, we should use this auspicious occasion to emulate them and ensure that their labour shall not be in vain.

“Sixty-One years ago, when the colonial masters were leaving, there was skepticism on our ability to govern ourselves.

“Today, we have shown to the world that we are not only able to govern ourselves, but are able to understand our differences, respect each other’s values and unite ourselves towards developing our country despite our diverse cultures,” he said.

The governor, however, explained that the country was without its turbulence having suffered setbacks in the political arena with its negative impact on its political and economic growth.

According to him, the long period of military rule in the country retarded the evolution of democracy and its inherent benefits, saying, however, that democracy had now found its roots in Nigeria.

“Like many other countries, Nigeria has in the process of its growth experienced a lot of turbulence in the last 61 years.

“We suffered serious setbacks in the political arena which seriously affected our political and economic growth.

“The long period of military involvement in the political spectrum of our country had seriously retarded the evolution of democracy and its inherent benefits.

“It is, however, gladdening that today, democracy has found its roots in the country. The dividends of democracy are manifest and the citizens are happy.”

Governor Mohammed informed that Bauchi State had recorded successes, particularly in infrastructural development following multidimensional approach to developmental projects.

“We, in Bauchi State have taken a multi-dimensional approach to all the developmental projects which resulted in success all round, particularly in infrastructural development.

“In line with the mandate given to us by the people, we are making efforts to provide the necessary infrastructure needed for the development of the state.

“To this end, government has been constructing rural and urban roads network across the state, amounting to billions of Naira. Some of these roads are ongoing, while most of them have been completed and put to use. We have also executed several other projects in the areas of education, agriculture, health, housing and water supply,” he said.

He then assured the people of the state that his government has taken measures in collaboration with security agencies to protect their lives and property.

The Central Bank of Nigeria, CBN, has warned Nigerians against spraying the Naira notes in parties and other events.

The CBN spokesman, Isaac Okorafor, who made this known on Thursday in a statement, said defaulters would be jailed for not less than six months and would be given the option of a N50,000 fine.

According to the spokesman, the CBN has concluded the decision to establish mobile courts to prosecute those abusing the Naira notes.

He noted that the security agencies particularly the police operatives would be involved in monitoring the Naira users and ensure that the order is enforced across the nation.

“If a celebrant is dancing and you spray him/her, you may go to jail from the party venue, because the law enforcement agents will be there, waiting to arrest you.

“The law enforcement agencies must catch offenders and take them to court. Our (CBN) collaboration with the police will intensify as we move to implement the mobile court for offenders,” Mr Okorafor said in a statement on Thursday.

The CBN spokesman urged Nigerians to ensure that monies being gifted to their loved ones either in an event or not are properly enveloped to avoid abusing the note.

Nigeria Consul General in Johannesburg, Godwin Adama, says no Nigerian was arrested in the cause of evacuation of those voluntarily wish to leave South Africa following xenophobic attacks on them.

Adama told Nigeria News Agency through telephone in Abuja that no returnee was detained or refused to board flight on Wednesday by South African Authorities.

He said, though some had immigration problems, they were quickly fixed.

The consul general added that what happened was that many of the returnees missed the flights because of their uncoordinated attitudes.

He said the delay in the evacuation process was caused by misplacement of travel documents as required by South Africa immigration laws.

“Some will still tell you that they put their documents inside bags that had been checked into the plane; some even said that they had theirs stolen and all that.

“Then others have issues of expired passports,’’ he said.

Adama said the evacuation process was difficult, adding that the second batch flight had to be rescheduled to enable those who had issues with their documents resolve it.

“We did not transport anybody on Thursday.

“We are waiting to prepare properly because we lost some spaces in the aircraft on Wednesday due to the attitudes of some of our people.

“If you give instructions, they will not follow; calling them, they will not pick; even when they hear their names, they will not respond.

“So, because of documentation, a lot of people missed the flight but nobody was detained.



“Everybody that had issue with immigration was resolved and we ensured they all travelled.’’

Adama, however, admitted that there were obstacles in the process and that there were hitches at one point or the other, but that the mission solved every problem and everybody travelled.

The envoy explained that some of the returnees were interrogated by the immigration but the mission secured their release.

He said that there was a case of a woman, who wanted to travel with children that were not her own, adding that the case was treated as that of human trafficking.

“We equally resolved that too as the father of the children came to the airport for identification,’’ he said.

He said that mission was working to ensure that all seats in the expected aircraft were occupied and that the manifest would be ready before the plane comes again.

“We want to ensure that we have more than enough passengers as we do not want more seats to be empty.

“We are liaising with the South African authorities too; we are putting up a joint meeting with the host immigration service and other protocols.

“We are all on the same page before the next exercise.

“The next batch of passengers will not be Friday because we are not prepared for that but we want to finalise and send them the manifest.’’

He said that the mission had not given any time, but once it finish, it would intimate the airline within 24 hours.

Deposit Money Banks (DMBs) in the country borrowed the sum of N1.4 trillion from the Central Bank of Nigeria (CBN) through the Standing Lending Facility (SLF) window in July this year, the apex bank has disclosed.

The CBN stated this in its Economic Report for July 2019 released at the weekend, adding that it granted total Standing Deposit Facility (SDF) of N1.2 trillion to DMBs during the same period.

While the SLF is a window through which DMBs borrow funds from the CBN to enable them to meet their short-term cash needs, the SDF provides a window for the lenders to place their surplus cash with the regulator with interest.

According to the banking watchdog, DMBs made more visits to its SLF window in July.

It stated: “The trend at the CBN standing facilities window showed more patronage at the Standing Lending Facility (SLF) window. Applicable rates for the SLF and Standing Deposit Facility (SDF) remained at 15.50 per cent and 8.50 per cent, respectively.

“The total SLF granted during the review period was N1,372.95 billion (inclusive of Intra-day Lending Facility (ILF) converted to overnight repo). Daily average was N68.65 billion in the 20 transaction days in July 2019. Total interest earned was N994.80 billion.

“The total SDF granted during the review period was N1,165.82 billion with a daily average of N1.30 billion in the 19 transaction days. Daily request ranged from N9.00 billion to N154.30 billion. Cost incurred on SDF in the month stood at N0.35 billion.”

New Telegraph’s analysis of data obtained from the CBN shows that DMBs borrowed N11 trillion from the CBN through the SLF in the first five months of this year.

Specifically, a review of the apex bank’s economic report for Q1 2019 as well as its economic reports for the months of January, February, April and May 2019, indicate that while DMBs borrowed N11.02 trillion through the SLF window, the total SDF granted them by the CBN during the period amounted to N5.7 trillion.

The CBN has not released its economic report for the month of June. However, when figures obtained from its July 2019 economic report are added to those from the reports for the first five months of this year, they show that for the six months under review, DMBs borrowed a total of N12.42 trillion from the banking sector regulator through the SLF while the total SDF granted them during the period amounted to N6.9 trillion.



Analysts point out that the DMBs would continue to be frequent visitors at the SLF window for as long as the CBN continues with its tight monetary policy stance. In fact, with softening oil prices leading to a decline in the nation’s external reserves in recent weeks, the general prediction is that the CBN could adopt further tightening measures as a way of attracting foreign portfolio capital investors.

However, while DMBs’ visits to the SLF window are heading north, there are indications that lenders’ placements at the SDF window are heading south. Indeed, compared with the data in the economic report for May, total SDF granted by the CBN in July declined.

In its May 2019 economic report, the CBN had stated that: “The total SDF granted during the review period was N1,813.90 billion, with a daily average of N100.77 billion in the 18 transaction days. Daily request ranged from N24.75 billion to N144.10 billion. Cost incurred on SDF in the month stood at N0.59 billion.”

In its July report, however, the apex bank disclosed that: “The total SDF granted during the review period was N1,165.82 billion with a daily average of N1.30 billion in the 19 transaction days. Daily request ranged from N9.00 billion to N154.30 billion. Cost incurred on SDF in the month stood at N0.35 billion.”

Analysts attribute the drop in SDF placements by DMBs in July partly to the implementation of the CBN’s decision to peg DMBs’ remunerable daily placements at the SDF at a maximum amount of N2 billion and that it would not pay interest on any deposit by a lender that is above the N2 billion.

The decision, along with an earlier CBN directive mandating DMBs to give out a minimum of 60 per cent of their deposits as loans with effect from September 30, 2019 or face sanctions, were part of fresh measures recently unveiled by the regulator to help boost economic growth by unlocking credit, especially to the real sector.

Meanwhile, according to the economic report for July 2019, DMBs’ credit to the domestic economy increased by 0.6 per cent to N21,073.7 billion at end-June 2019, compared with the level at the end of the preceding month.

The report further stated that: “Total assets and liabilities of the banks amounted to N39,623.4 billion at end-June 2019, showing a 0.2 per cent increase, compared with the level at the end of the preceding month.

“Funds were sourced, mainly, from foreign liabilities, mobilisation of time, savings and foreign currency deposits and reduction in claims on Central Bank. The funds were used mainly, to acquire foreign assets, shore up capital accounts and pay off demand deposits.”

The Nigerian Air Force (NAF) says its Air Task Force (ATF) of Operation LAFIYA DOLE has neutralised scores of Boko Haram Terrorists (BHT) in air strikes at Yuwe “C” in Borno.

Air Commodore Ibikunle Daramola, NAF Director of Public Relations and Infomation, who disclosed this in a statement on Sunday said the operation was conducted on Saturday.

Daramola explained that the air raid was executed in continuation of Operation GREEN SWEEP 3 after credible Human Intelligence (HUMINT) reports.

Operation GREEN SWEEP III target some identified terrorists’ positions in Borno.

He said the HUMINT reports were also corroborated by series of Intelligence Surveillance and Reconnaissance (ISR) missions to establish that the settlement was being used as a hideout for the insurgents.

“The ATF therefore detailed 2 Alpha Jets and an L-39ZA aircraft to attack the target area.

“As the aircraft arrived overhead the target area, several BHTs were seen attempting to flee while many others concealed themselves in the structures and dense vegetation of the area.

“The jets took turns attacking the target, scoring crucial hits on the hideout leading to the neutralisation of several BHT fighters,” he said.

Daramola said The NAF, operating in concert with surface forces, would sustain its operations against the terrorists in the North-East.

The National Economic Council (NEC) Thursday put the amount of crude oil stolen from Nigeria in the first six months of 2019 at 22 million barrels.

A statement from the Nigerian National Petroleum Corporation (NNPC) yesterday said Edo State Governor, Mr. Godwin Obaseki, who is the Chairman of the ad-hoc committee of the NEC on crude oil theft, prevention and control, gave the figure at a meeting of stakeholders in Abuja.



The statement, signed by NNPC Group General Manager, Public Affairs, Mr. Ndu Ughamadu, quoted Obaseki as calling on stakeholders to join forces and work towards eradicating crude oil theft.

The governor expressed concerns that oil theft is currently on the upward swing in the country.

Obaseki, who painted a dire picture of the oil theft menace, said if nothing was done to curtail the ugly trend, the figure could double by the end of the year.

According to him, oil theft and pipeline vandalism are beginning to pose a threat to the national economy.

The NNPC stated that the meeting had in attendance, its Group Managing Director, Mallam Mele Kyari, and representatives of the governors of Delta, Bayelsa, Ondo, Cross River, Akwa Ibom and Rivers States.

Also, in attendance according to the corporation, were representatives of the Nigerian Police, Navy, Army, Civil Defence and the international oil companies (IOCs) as well as some indigenous operators.

NNPC equally said it was excited that oil theft and its twin-evil of pipeline vandalism were receiving attention at the highest level of governance in the country.

It added that in its June 2019 NNPC Monthly Financial and Operations Report (MFOR) released recently, it recorded a staggering 77 per cent rise in cases of oil pipeline vandalism across its network of pipeline infrastructure.

According to the report, 106 pipeline points were breached, representing an alarming increase from the 60 points vandalised in May 2019.

The governor said that the governor’s request was in accordance with section 196 Sub-section 2 of the 1999 Constitution as amended.

“In my bid and determination to form a formidable team that will help me achieve my mandate, I hereby seek the approval of the House to appoint 15 Special Advisers to serve in my government,’’ he said.

The House, thereafter, approved the governor’s request through a voice vote.

The Federal Government says preliminary investigations has revealed local and international conspiracy in the purported gas contract leading to award of 9.6 billion dollars judgment debt against Nigeria.

The Attorney-General of the Federation and Minister of Justice, Abubakar Malami (SAN) disclosed this at a media briefing on Tuesday in Abuja.

The briefing organised by the Minister of Information and Culture, Alhaji Lai Mohammed also had in attendance the Minister of Finance, Budget and National Planning, Hajia Zainab Ahmed and the Central Bank Nigeria (CBN) Governor, Godwin Emefiele.

Malami said that the preliminary investigations revealed that the contract from conception was bound to fail because of deliberate inherent elements designed into it.

“I want to draw attention first to the composition of parties in the agreements which are the Federal Ministry of Petroleum Resources (FMPR) and the company, Process and Industrial Developments Ltd. (P&ID).

“As you rightly know, the federal ministry of petroleum resources is not a producer of gas.

“Gas products are produced by International Oil Companies (IOC) and NNPC.

“When you conceive, sign and execute a contract for the supply of gas products without involving the IOC and NNPC as parties to the agreement, you know very well that there are lot of questions to answer rising from the conception of the contract.

“This, among others, gave rise to the insinuation of fraudulent conspiracies right from the conception of the agreement.

“The fact remains that you cannot sign an agreement to provide a product that you do not have.

“The ministry does not have oil field and gas products but it went ahead to sign the agreement without involving those that are producers of gas products,’’ he said.

Malami said President Muhammadu Buhari had directed that a full scale investigation be carried out on the circumstances that led to the award.

He said the country, through the contract, was subjected to unnecessary economic sabotage and investigation would unravel those involved in the deal.

Corroborating Malami’s position, the CBN Governor said the claim by P&ID that it spent 40 million dollars on the botched contract was not correct.

“We have heard that the contractors in this case claimed that they spent 40 million dollars in the project.

“On our part in CBN, we know that as a foreign company, if you are investing in a contract or project in Nigeria, there are various options that you adopt.

“If you are bringing in machines into the country to execute a contract, you must fill certain forms and pay some money through the CBN.

Emefiele said “we have gone through our records but we do not have any information to show that the company brought in one cent into the country for the purported project.

“We have accordingly written to the EFCC and other agencies investigating the case.

“Time has come that Nigerians should rise against those who claim to do business in Nigeria without investing a penny in the country but all with an intention to defraud the country.

“The money they are plotting to take belongs to all of us,’’ he said

The Finance minister on her part said the case was weighty considering the fact that the awarded 9.6 billion dollar is equivalent to N3.5 trillion.

“N3.5 trillion in our national budget will be covering for us recurrent votes if not more.

“Apart from being exorbitant, it is unfair and an assault to every Nigerian,’’ she said

According to Ahmed, every Nigerian must come together to ensure that the judgment is set aside because the consequences will affect everyone.

It will be recalled that in January 2010, the FMPR entered into a 20-year gas and supply processing agreement (GSPA) with P&ID to build a gas processing facility.

P&ID was to refine associated natural gas into non-associated gas to power the national electric grid.

Dr Rilwanu Lukman, who died in 2014, was the minister of petroleum at the time while late President Umaru Musa Yar’Adua was on a medical trip to Saudi Arabia.

Narrating the issues that led to the judgment, the information and culture minister said the 20-year Gas Supply Processing Agreement (GSPA) purportedly entered into with the P&ID in 2010, the company never performed as agreed.

“With the contract having suffered a setback, the case went to arbitration. P&ID’s claim in the arbitration proceedings was mainly for the loss of profit for the 20-year term of the GSPA.

“In an interim award, the Arbitration Tribunal ruled that Nigeria has breached the contract.

“Though Nigeria successfully applied to have that award set aside by the Federal High Court in Lagos, the Tribunal ignored this decision.

“Consequently, on January 31, 2017, the Tribunal rendered its final award against the Ministry of Petroleum Resources in the sum of 6.597 billion dollars.

“This was in addition to pre-award interest at the rate of seven per cent per annum, effective from March 20, 2013 and post-award interest at the same rate from the date of the award.

“This interest increased the size of the award to 9.6 billion dollars,’’ he said.

Mohammed said that after the arbitration award in 2017, Nigeria made several attempts to negotiate the award and resolve the whole issue amicably with P&ID but to no avail.

He said following an enforcement proceedings instituted simultaneously by the company in the UK and the U.S., the government engaged the services of the U.S. law firm of Curtis, Mallet-Prevost, Colt & Mosle LLP.

The minister also reiterated governmen’s position on the underhanded manner in which the contract was negotiated and signed.

He said indications were that the whole process was carried out by some vested interests in the past administration.

Mohammed, however, assured Nigerians that contrary to reports in certain quarters, the country was not about to lose any of its assets to P&ID as a result of the judgment.

The police have re-arrested a kidnap kingpin, Hamisu Bala, popularly known as Wadume, two weeks after he escaped from the custody of the Intelligence Response Team while being taken to the state police headquarters in Jalingo, Taraba State.

The fugitive was apprehended at his hideout at Layin Mai Allo Hotoro area of Kano State on Monday night following a massive manhunt launched by the police Special Forces and IRT members in Taraba and the surrounding states.



Wadume was assisted to escape by soldiers after the police team came under attack from troops attached to 93 Battalion, Takum, on August 6.

Three policemen and two civilians were killed during the incident while five other police officers were injured.

In a viral video released on Tuesday, the suspect admitted that he was released from police custody by soldiers who cut off his handcuffs.

Speaking in Hausa, he said, “My name is Hamisu Bala Wadume. Police came to arrest me, When they arrested me, army chased after them and opened fire.

“From there, they (soldiers) took me to their headquarters, and cut off my handcuffs and released me. I went back to my house and police came to re-arrest me.”

One of our correspondents gathered that Wadume was tracked to Layin Mai Allo Hotoro community by the police using sophisticated equipment which pinpointed his location through his phone calls to family members and friends while in hiding.

One of our correspondents had exclusively reported last Saturday how the investigators discovered that the Crime Officer and Station Officer in Ibi police station had connived with Wadume in his criminal enterprise.



The CO was discovered to have made over 200 phone calls to the millionaire kidnapper while the station officer was found to have torn off the entry made by the ill-fated IRT team to destroy the evidence indicating that the officers reported the operation to arrest Wadume at the station in line with the police standard operating procedure.

The force spokesman, Frank Mba, in a statement, said Wadume’s arrest, “will no doubt, help in bringing answers to the numerous but hitherto unanswered questions touching on the incident and the larger criminal enterprise of the suspect.”

“The police had been on the massive manhunt for the suspect, Alhaji Hamisu Bala Wadume, since August 6, 2019, following the unfortunate incident in Ibi, Taraba State, which resulted in the brutal murder of three police officers and two civilians, and injury to five others.

“The suspect, who was appropriately restrained at the time of the incident, was subsequently released by his “rescuers” after they had destroyed the restraining handcuffs,” Mba stated.

Meanwhile, the Inspector-General of Police, Mohammed Adamu, has commended the operatives for the arrest just as he also expressed his gratitude to all Nigerians for “their unparalleled show of love and empathy to the Force and the families of the officers and patriotic civilians who paid the supreme price in the service of their fatherland.”

Findings showed that the Joint Investigation Panel, headed by Rear Admiral IT Olaiya, a former Director of Naval Intelligence, would still continue with its assignment.

The panel was constituted by the Chief of Defence Staff, Gen. Gabriel Olonisakin, to probe the incident, following a directive by President Muhammadu Buhari asking the military to investigate the killing of three policemen and two civilians in Taraba State by soldiers.

“These trucks carry products above the approved standard of 30,000 tones some even carry fuel up to 70,000 liters, thereby putting pressure on our roads.

“We need collaboration with you so that we can have eyes in Abuja to seek support from ministries especially on funds aside Ministry of Environment and transport to address issues of flood and gully erosion in states.

To ensure a peaceful Eid-el-Kabir celebration, the police have tightened up security across the states of the federation. Their action is informed by the directive of the inspector-general of police (IGP) Mohammed Adamu to all assistant inspectors-general of police (AIGs) and commissioners of police (CPs) in charge of zones and state commands to deploy adequate operational manpower and equipment to protect all places of public interest during the event.

The places of interest, according to the IGP, include shopping malls, motor parks, financial institutions, worship and recreation centres so that holiday makers, Muslim faithful and other Nigerians to enjoy optimum safety and security during the season.

Adamu particularly directed that state commissioners of police including the Federal Capital Territory (FCT) should put in place strategic and customised security deployment on major highways straddling their Areas of Responsibilities (AORs) to ensure adequate safety for travellers and other road users.

He assured Nigerians of adequate security before, during and after the Eid-el-Kabir festival.



Force spokesman, Mr. Frank Mba, said yesterday in Abuja that the IGP heartily expressed his goodwill to, and congratulated all Nigerians, especially the Muslim Ummah as they join other faithful across the world, in celebrating this year’s Eid-el-Kabir.

Wilson Dauyegha, the All Progressive Congress (APC) Minority Leader in the Bayelsa House of Assembly, says Bayelsa does not recognise zoning system, assuring his party members of victory in the forthcoming gubernatorial election.

Dauyegha, who represents Ekeremor State Constituency II, told the Nigeria News Agency on Thursday in Port Harcourt that come Nov. 16, APC would take over Bayelsa Government House in an expected credible electoral process.

According to him, the state since inception had never recognised zoning system in their choice of a governor.

“There is no zoning in Bayelsa, remember, when former President Goodluck Johnathan was the governor of Bayelsa, he was from Ogbia, and then people were saying that he would be succeeded by somebody from a different Senatorial district.

“But that was not the case as the next three governors that led Bayelsa after Jonathan were all from the same Senatorial district.

“So, here in Bayelsa, we don’t recognise zoning system, our governor can come from any part of the state and by my personal understanding, the three Senatorial districts in Bayelsa have all produced a governor, no part of the state is being marginalised in that regard,” he said.

Dauyegha, who is also the Chairman House Committee on NDDC in the state’s Assembly, said that Bayelsans were actually tired of what he called “People Deceiving Peoples Party”.

He added that the people are yearning for change as they are equally deserving of the next level agenda of the Federal Government.

“If we followed closely events in the last election, in the House of Representatives, out of five seats for Bayelsa, APC won two seats and in the Senate we were able to win one seat of three.

“In fact, Bayelsa APC is waiting to conclude its primary election and who ever emerges winner shall enjoy the total support from the parry.

“I can’t predict any candidate for now until we conduct our party primaries,” he said.

Dauyegha, however, said that so far, two deserving APC stalwarts had purchased the Expression of Interest Forms for the forthcoming gubernatorial election in the state.

“So far, a young woman who was a former Police Commissioner and Sen. Heineken Lopkobiri have bought forms, I’m sure more persons may also buy in no distant time.

Nigeria’s Organised Private Sector’s (OPS) quest for concessionary lending from commercial banks may really not be realised in the near future as an economic expert has foreclosed the chances of a single digit credit coming through in the economy with the Federal Government’s risk free rate still hanging at 13.5 percent.

Consequently, Mr Bayo Rotimi, an economist and managing director of Quest Consulting LLP, who was guest speaker at a recent customer forum organised by Union Bank of Nigeria Limited, in Lagos, advised prospective borrowers to seek alternative ways of cutting their cost instead of waiting for the much taunted intervention rate promised by government. He argued that although intervention funds may eventually come, it would rather be disingenous for businessmen with an eye on profit to risk waiting for low interest intervention fund which does not come fast as this may result in want delays in production.

According to him, the normal thing would be for him to seek restructuring initiatives including tax exemption to cut cost of commercial borrowing at about 25 per cent or more.

He noted that there is no way any commercial bank in the country can lend to businesses at less than CBN risk free rate of 13.5 per cent, given there are several other cost items that banks need to defray to arrive at final lending cost to customers. The former executive said with the anchor rate at 13.5 per cent, banks would now add their cost of funds, cost of operation and other ancillary costs including providing guarantees for borrowers of intervention funds as well as cost of monitoring delinquent borrowers which will eventually raise the lending rate to about 25 per cent or more when it gets to the borrower.



“Lending rate will not drop below the 13.5 per cent until the environment allows banks to lend cheap. You don’t expect to get credit at less than your the country’s anchor rate of 13 .5 per cent. In advanced economies, it usually hovers around 1 – 1.5 per cent or could even be negative in USA”

Rotimi lamented that Nigeria’s struggling economy may likely to continue till year end even as he described President Muhammadu Buhari’s incoming cabinet ministers as the same “old tired and recycled politicians’ who may notbmove the economy forward.

Meanwhile he has also waned that Nigeria’s GDP would likely be closing the year at about 2 percent even though its population growth is at about 3 percent meaning there will be no jobs or infrastructure to cater for the rising population

The former banker noted that over 100million Nigerians are living in extreme poverty an indication that those families depend on $1.9 (about N700) daily to survive, attributing the rising spate of insecurity nationwide to this level of poverty

He also argued that the government’s failure to achieve a balanced budget consistently over the last few years was a clear indication that the country was broke.“We have failed to achieve our revenue target because government have not attained the 2.3million barrels of crude any year but the cost of governance is still rising.

Our recurrent expenditure is 70 percent of national budget now and post Minimum Wage implementation will hit 80 percent. These are indications that the country is broke

In 2011, General Muhammadu Buhari, the candidate of the Congress for Progressive Change (CPC), called for a revolution in Nigeria — albeit through the ballot.

Via a statement by Yinka Odumakin, his spokesman at the time who has now turned to one of his fiercest critics, Buhari asked Nigerians to make exceptional sacrifices to assert their collective will in the country.

“The Egyptian pro-democracy campaigners defied all odds to achieve their set goal of terminating the 30-year old grip on power by Mubarak. Their tenacity has again confirmed the truism that no force on earth can stop a people determined,” he said.

This was not the first time the president called for mass action — he did the same in 2003, after losing the presidential election to incumbent Olusegun Obasanjo of the Peoples Democratic Party (PDP).

In June 2003, supporters of the All Nigeria Peoples Party (ANPP) and Buhari, began a mass protest against the outcome of the April 19, 2003 presidential election in Abuja.

The protesters were reported to have massed at the Court of Appeal, venue of the Presidential Election Petition Tribunal to witness the proceeding.



They would later spill over to the streets where they chanted anti-government slogans against the Olusegun Obasanjo government.

A REPEAT IN 2011?

In the same statement calling for a revolution in 2011, Buhari commended the Egyptian military for refusing to attack “the forces of change”.

“The military in Egypt showed exemplary conduct with the way they refused to be used to attack the forces of change,” Buhari was quoted to have said.

“They showed the whole world that there is a clear difference between the state and those who temporarily occupy political offices for a fixed tenure. This is a lesson for our security agents who have been used to subvert the will of the people at elections in recent past.

“The time has come for our own security forces to demonstrate similar valour by putting national interest above that of individuals when there is a clash between the two.

“Unlike the Egyptians who went through self-denial for 18 unbroken days to achieve their aspiration for leadership change, Nigerians just have to take their voter cards, vote on each election day and ensure that their votes count and are properly counted.

“It is time to demonstrate people’s power to free our country from those who have held it hostage for the last 12 years and are threatening to keep it so for 60 years.”

BUHARI COMMENDS EGYPT’S REVOLUTIONARIES

The CPC flagbearer commended the revolutionaries in Egypt, asking Nigerians to emulate them and support themselves regardless of religious divides.

“More importantly Nigerians have to learn from the way faiths integrated to achieve national aspiration. Christians formed rings round Muslims as they observed their Jumat prayers during the demonstrations,” Buhari said.

The State Employment and Expenditure for Results (SEEFOR) in Bayelsa, has received 46,985 applications from job seekers in Yenagoa, the state capital, who want to be employed as minor public workers.

SEFFOR Communication Officer in Bayelsa, Tarinyo Akono, disclosed in Yenagoa on Thursday, that 46,985 applications were received from residents of Yenagoa metropolis, for whom 2,500 slots were provided.

“Our intention is to engage 6,000 persons for the project this year.

Out of that figure, 2,500 slots are available for residents of Yenagoa metropolis and we have received 46,985 applications for that already.

“The remaining 3, 500 opportunities are open for applicants residing in communities and villages outside Yenagoa metropolis.

“This category is not thrown open for applicants. It is done based on nomination by the leadership of the communities and done in a transparent manner,” he said.

Akono said that the selected applicants would be engaged in minor public works such as road maintenance, sweeping and cleaning of road, painting of kerbs, clearing of drains, planting of trees/flowers and vegetation, among others.

He said that beyond the engagement which had a contractual term of 12 months with N20, 000 monthly stipends, SEEFOR would also enroll the beneficiaries in money management and entrepreneurial skill training.

The communication officer said the aim of the training was to make the beneficiaries become life-time entrepreneurs at the termination of the 12 months engagement in the SEEFOR project.

“The intention of the partnering agencies is not to continue to make them life-time beneficiaries, but entrepreneurs that will soon become renowned employers of labour,” he said.

He explained that the selection of beneficiaries were done on the basis of their special needs which included their household size, dependents on the beneficiaries.

“Out of the N20, 000 monthly stipend, beneficiaries will be able to withdraw only N15, 000 each month; it is in a bid to help them cultivate good savings culture.

“At the termination of their employment they will have saved N60, 000 each which they can invest in the skill they learnt at the money management and entrepreneurial skill training class,” he said.

Abuja, Aug. 1, 2019 The National Assembly on Wednesday pledged its continued support to the Nigerian military in tackling the current security threats across the country.

The President of the Senate, Sen. Ahmed Lawan, made the pledge at the National Defence College (NDC) Course 27 Graduation Dinner and Award Night in Abuja.

Lawan, who was represented by Sen. Michael Nnachi, said that the ongoing fight against insurgency in the North East and other security challenges in other parts of the country required the support of all stakeholders.

According to him, as representatives of the people, we are very much in the frontline of efforts to improve security and development.

“We are indeed, in a good position to enable national discussions to forge alliances between Government, civil society and development partners.

“As such, under my leadership, the National Assembly will decidedly place emphasis on quality, efficiency and effectiveness of the legislative processes to improve security and development.

“You will agree with me that the business of ensuring security for this dear nation of ours cannot be left to the security agencies alone because it is a collective effort.

“In this regard, let me assure you that the 9th Assembly intends to work closely with the Executive, the Ministry of Defence and the leadership of the Services to ensure that members of the Armed Forces are well equipped, properly motivated and well trained,’’ he said.

Lawan also pledged to encourage communication between the NDC and the Senate and House Committees on Defence to initiate mechanisms for enhanced security sector governance and reform in Nigeria.

He says: “I also agree that this interface has become imperative, given the growing need to instill best practices in our security sector and the very important role both institutions play in this regard,’’ he said.

The senate president urged the graduating officers to justify the training they had acquired, saying they were better equipped for higher responsibilities.

“The Course you have just finished has prepared you for strategic leadership and higher level command, particularly at a time, when our nation is faced with a plethora of security challenges.

“The successful completion of this Course implies that you are now better equipped for higher military or other national duties and therefore added responsibilities,’’ he said.

According to him, the administration of Muhammadu Buhari had taken deliberate steps to improve national security, institutional capacity and collaboration with contiguous neighbours.

Earlier, the Commandant of the College, Rear Admiral Mackson Kadiri, said that the college promotes military strategic understanding in the polity and strategic level military training.

Kadiri disclosed that the participants of the Course 27 numbering 127 had passed through a vigorous 11 months processes of the Higher Defence and Strategic Studies course.

“They are now better informed and wiser. More importantly, they are now more capable, willing and ready to serve their nations in any capacity.”

The Nigeria News Agency reports that the dinner is part of activities lined up ahead of the graduation slated to take place on Friday.

The Human Rights Writers Association of Nigeria (HURIWA) has pleaded with the United Kingdom (UK), the United States (U.S.) and other world leaders to prevail on President Muhammadu Buhari to obey court orders by releasing on bail the duo of erstwhile National Security Adviser (NSA), Col. Sambo Dasuki (retd) and the leader of Islamic Movement of Nigeria (IMN), Sheikh Ibraheem El-Zakzaky.

It stated that it was the considerable view of the human rights platform that the continuous detention and duplication of charges against the duo by the Federal Government was an act of treason against the constitution.

HURIWA also said the Federal Government should not allow the duo to die in detention following reports of their deteriorating health conditions.


It condemned the order issued by the Inspector General of Police (IGP), Adamu Mohammed, restricting public protests to only within the confines of the Unity Fountain in Abuja, saying it was against the clear provisions of Chapter Four of the Constitution and the provisions guaranteeing the fundamental freedoms of movement and peaceful assembly.

HURIWA added that the appellate court had clearly ruled that the police don’t have any legal right to stop protests.

HURIWA in a statement signed on Friday in Abuja by its National Coordinator, Emmanuel Onwubiko, wondered how the IGP whose office is a creation of the constitution could overrule the constitution and courts of competent jurisdiction.

“We are shocked that whilst constitutional democracy gradually dies away in Nigeria due to deliberate whittling down of respect for human rights by the current administration, world leaders in U.S. and UK simply don’t care but pretend to be unaware of the global consequences of a deluge of refugees from Nigeria should democracy collapsed under the heavy weight of tyranny and totalitarianism of the current administration,” it said.

The Nigeria Customs Service, Port Harcourt Area II Command, Onne Port, has made a total of N54,129,704,653.73, with seizures worth N443, 304,711 in the last six months.

At a briefing in Port Harcourt, Comptroller Galadima Saidu, said the figure for the first half 2019 translates to 15 percent increase over the N46,260,300,287.86 collected within same period of 2018, adding that this represents 57 percent achievement of the annual revenue target of N95.7 billion set for the command in 2019.

The Command, he said, recorded seizures of 34 containers worth Duty Paid Value (DPV) of N443,304,711.00 in the first six months of 2019.

While reiterating that the command under his watch would continue to be a no-go- area for non -compliant traders, Saidu gave a breakdown of seizures achieved within the period as 2 x 20ft containers comprising 2,200 jerry cans of 25 litres of vegetable oil with Duty Paid Value of N26,136,496.00; 4 x 20ft containers comprising of 6,456 cartons of foreign soap(detergent) worth N74,947,617; 1x 20ft container loaded with 57,300 pieces of machetes valued at N16,115,234.00; 1x 40ft container loaded with Scrap metal of various sizes and type worth N5,386,979.00; and 24 x 20ft containers comprising of 10,800 packs of corrugated aluminium roofing tiles/sheets and its accessories with DPV N290,823,551.00.

Other include 1x 20ft container comprising of 315 bales of textiles (wax material worth N18,495,395.00; 69 bags of imported rice and 329 bales of clothing (assorted wears) amounting to N10,725,658.00;

“The above revealed a testament to the determination, resilience, doggedness and vigilance of the officers and men of this Command, who have engaged the responsibility of being efficient gatekeepers of our entry points, while facilitating genuine and honest trade.

“The total of N751,221,517.94 was recorded for Nigeria Export Supervision Scheme (NESS) which is higher when compared with last year’s record of N563,751,085.00 which shows that the Command achieved outstanding feats in its export activities within the period under review.

“We have consistently made it clear that the Command welcomes only compliant traders who are willing to operate in accordance with extant laws and guidelines.

“We have also shown a clear resolve to deal ruthlessly with importers and agents who manifest a recalcitrant attitude to obeying Customs laws.

“Since we are in a modern Customs environment, we maintain open lines of communication between all governments agencies at all times. The process of information sharing within the agencies goes a long way in assisting us to identify and neutralize all possible avenues that could lead to compromises in revenue and security,” he said.

The Kaduna State Government says it will go after underperforming private schools and shut them as part of efforts to promote quality education in the state.

The state’s Commissioner for Education, Dr Shehu Makarfi, made this known in Kaduna on Wednesday.

Makarfi said the state government would digitise the location of all private schools in the state.

According to him, the step will enable the ministry track and monitor the operations of private schools in the state, with a view to ensure that they all operate within the minimum acceptable standard.

“We will soon go after them. Those that are doing what they are supposed to be doing by their establishment, we will encourage them to continue.

“However, we will certainly close down those that are only there to make money, while those that are not ready to meet up the required standard will be given some time to make amends.


“We will not allow a situation where the future of our children will be jeopardised by enrolling them into schools that are not prepared to provide the expected quality education.”

Makarfi added that he would work towards strengthening the education system by improving monitoring and supervision.

He said that steps would be taken to ensure that teachers do their job diligently and children were learning.

He added that steps were being taken to motivate and empower teachers to do more in terms of delivering quality and impactful teaching in public schools.

“I am happy I came at a time when Gov. Nasir el-Rufa’i has approved the employment of additional 7,600 qualified teachers for public secondary schools in the state.

“I am happy I came at a time when the state government, with support from Islamic development Bank is building six science secondary schools, two in each senatorial district of the state.

“I am also happy I took over when the state government is making heavy investment in education and all we have to do is to ensure that the resources are judiciously utilised, and teachers do their work diligently.

“We will equally improve on our resource mobilisation, coordination and supervision, and create linkages and communication to facilitate the achievement of the education sector strategic plan,” he said.

The President of the Senate, Dr Ahmad Lawan, has approved the appointments of Karage Mamman and Ola Awoniyi as his Deputy Chief of Staff and Special Adviser on Media, respectively.

This was contained in a statement issued on Tuesday by the Special Assistant to the president of the Senate on Media and Publicity, Mr Mohammed Isa.

Other appointments approved by Lawan, according to the statement, were that of Abubakar Sidiq Usman as Special Assistant on New Media; Kabir Adamu as Special Adviser on Security and Intellegence, and Muhammad Mukhtar Yawale as Special Adviser on Health.

All the appointments are with immediate effect.

The 58-year-old Awonyi, according to the statement, is a graduate of University of Ibadan where he obtained a B.Sc in Psychology and holds Masters in Law Enforcement and Criminal Justice (MLC),and Masters in International Affairs and Diplomacy (MIAD), both from Ahmadu Bello University (ABU), Zaria.

He also obtained a Post Graduate Diploma in Journalism from International Institute of Journalism, Abuja in 1997.

He worked with Nigerian Tribune for over a decade before he joined the services of Agence France-Press (AFP), where he is the Head of Abuja office.

The new Deputy Chief of Staff to the Senate President, Karage, according to the statement, is a graduate of University of Sokoto where he obtained Bachelor of Arts (Education).

He retired as Director in Federal Ministry of Education in 2018.

On his part, Usman, popularly know as Abu Sidiq, according to the statement, graduated from Federal University of Technology, Minna, where he obtained both his first and second degrees.

Femi Falana, Nigerian lawyer and human rights activist has warned the Federal Government of Nigeria against its violent approach to handling members of the Islamic Movement in Nigeria who are protesting the continued detention of their leader, Ibraheem El-Zakzaky, despite numerous court orders issued for his release.

Falana expressed concerns over the method the Federal Government had adopted in a statement on Tuesday. The legal luminary said the continuous detention of Elzakzaky and killing of peaceful Shiite protesters by security forces could lead the country into another bloody war that it could not afford.

“This nation cannot afford another war of insurgency which is being provoked by the contemptuous conduct of the federal government in the handling of the case of the Elzakzakys,” Falana said.

Speaking on the arrest and detention of Elzakzaky and his wife Malama Zeinab on December 12, Falana said over 1,000 Shiites were reportedly massacred by soldiers on the orders of the Nigerian Army high command and given mass burial in an unmarked grave in Mango village, Kaduna State over allegations of attempt to assassinate Chief of Army Staff (COAS) Lt.-Gen. Tukur Buratai.

He said, “Even though the leader of the Shiites, Sheik Ibraheem El-Zakzaky, was not at the scene of the attack, his residence was invaded by the rampaging troops two days later. The troops set the house ablaze, shot at El-Zakzaky and his wife, Malama Zeinab El-Zakzaky and killed three of their sons in cold blood in their presence. As if such barbaric assault was not enough, the army arrested and held El-Zakzaky and his wife in custody before handing them over to the Department of State Services. At that stage, the houses of El-Zakzaky and other leaders in Zaria were demolished by the Kaduna state on the orders of Governor Nasir El Rufai.

“After the massacre of the Shiites and the demolition of the houses of their leaders, the Kaduna state government instituted a judicial commission of inquiry to probe the violent attack.


“The detained El-Zakzaky was prevented from responding to the allegations made against him and his group at the inquiry. But the judicial commission found that there was no plan by the Shiites to assassinate General Buratai. It was also revealed at the panel that the 347 Shiites were massacred by the army in violations of the Army Rules of Engagement and the Geneva Conventions.

“Apart from condemning the brutal massacre of the Shiites, the judicial commission recommended that the culprits be prosecuted.

“Instead of implementing the recommendation by prosecuting the well-known murderers the Kaduna state government turned round to charge over 300 Shiites with the culpable homicide of a soldier who was killed by his colleagues during the attack. But the defence team convinced the Kaduna state high court to free the Shiites as they were not involved in the commission of the offence.

“Accordingly, the charge was dismissed for want of evidence while the trial court proceeded to discharge and acquit all the defendants. Meanwhile, the suit challenging the illegal detention of El-Zakzaky and his wife was decided in their favour by the federal high court on December 2, 2016.

“The presiding judge, Kolawole J. (as he then was) directed the Federal Government to release the couple from unlawful custody, pay them N50 million reparation and provide them with a temporary house since the army had burnt down their residence. But the Buhari regime has characteristically treated the court orders with arrogant contempt.

Curiously, the Court of Appeal has refused to hear the application to commit the Director-General of the State Security Service for contempt of court! Upon our legal advice, the Shiites approached three separate high courts to challenge the violation of their right to assemble and protect peacefully.”

He added that despite the orderly nature in which the Shiites had conducted themselves, the Federal Government, through the army, was operating with impunity to disrupt the group’s peaceful process.

“The Shiites won the cases against the Federal Government as the courts upheld their fundamental rights to freedom of expression, association, and assembly. But out of sheer impunity, the army has killed about 50 Shiites at Abuja for protesting against the continued detention of El-Zakzaky and his wife.

“As the federal government could no longer justify the illegal detention of El-Zakzaky and his wife it directed the Kaduna state government to file a charge against them. Hence, they have been charged with culpable homicide at the Kaduna state high court for the death of the same soldier.

“Pending the trial, the team of local and international physicians who examined El-Zakzaky and his wife on the orders of the trial court confirmed that their health has deteriorated and recommended that they are allowed to travel abroad for urgent medical treatment. In particular, El-Zakzaky has lost an eye while he is the process of losing the other one.

“The wife can no longer walk as a result of the gun wounds inflicted on her during the military attack of December 2015. Without adducing any reason whatsoever the federal government has ignored the recommendation of the physicians.

“The Shiites are currently protesting the refusal of the Buhari regime to release El-Zakzaky and his wife from custody to enable them to travel abroad to receive urgent medical treatment at their own expense.

“El-Zakzaky must not be allowed to die due to medical neglect as it may provoke a crisis of monumental proportions. Therefore, the federal government should implement the unanimous resolution of the House of Representatives for the release of El-Zakzaky and his wife without any further delay.


“Finally, it would be recalled that the Boko Haram sect declared war on the people of Nigeria in 2009 following the cold murder of its leader, Mohammed Yusuf by the Police. Since then the nation has known no peace. This nation cannot afford another war of insurgency which is being provoked by the contemptuous conduct of the federal government in the handling of the case of the El-Zakzaky.”

The Ondo State Government has upgraded its School of Health Technology to College of Health Technology, Akure.

Dr Jibayo Adeyeye the Special Adviser to the state governor on Health matters disclosed this while speaking with newsmen on Tuesday in Akure.

Adeleye explained that the upgrade followed the signing of a new law on the operations of the institution by Gov. Oluwarotimi Akeredolu.

He said that the development would enable graduates of the College to qualify for the National Youth Service Corp (NYSC) Scheme.

According to him, with the new law, the college will equally have the capacity to access the Tertiary Education Trust Fund (TETFUND) and other endowment funds to improve on its infrastructure.

He recalled that the institution was established by the Chief Adekunle Ajasin administration which was the first civilian administration in the state.

He said it is heartwarming that Akeredolu has now come to improve on the accessibility of the institution to train health technologists.

Adeyeye said that the status scale-up of the institution and other landmark achievements of Akeredolu administration will ultimately in no distance future make the state the medical hub for training and retraining of health professionals across cadres in Nigeria.
