It definitely is.
The oldest date I've observed of the Naira notes I've held of recent are at most dated to 2020.

This CBN's policy will definitely lead to tremendous increase to the current inflation rate. Cos millions of Naira that was hoarded by God-knows-who for over many years will be brought out for spending now.

As one analyst predicted few days ago, this will lead to hike in prices of real estates, cars, Etc.
Money excess money will flow.

And where will they keep the usd? It will be difficult to offload the usd if US decides to redesign the dollar.

I sold 50 dollar notes made in 2003 to Faruk in Wuse 2 about a week ago and he paid me good money for it.

What is wrong with a 2007 naira note being in circulation till date? You Nigerians just like to foolishly demean your country for the fun of it.

Because hoarding the dollar equivalent of the naira would give them away. They don't care about the exchange value, they get the naira like a land flowing with milk and honey. Converting the stash to dollar might make most BDCs close shop. Our minds cannot conceive how much of our Commonwealth politicians plunder per second. If most of us knew, none would campaign for any politician.

You're not so smart. If the bureau de change should accept bundles of old note dating back to as far back as 2007 and deposit such money to the bank. He will be arrested and transfered to efcc or icpc for questioning and could land him in trouble. This policy is a trap in disguise!
