I like governors who leave debt so long as they did something with the debt. So if incoming wants to steal, he has to work hard to increase revenue. Let’s say you have money as a state, you did nothing with it, your successor is a thief, he steals all the money….what have you gained for the people?

Don’t forget the road that costs 20b 8 years ago that you did not build when you were in office will cost 100b if your successor finally decides to build it today. Therefore it is better for you to have borrowed N20b 8 yrs ago to build that road that will improve your economy and raise your IGR than to find 100b today to build the same road. Today that road will cost 100b. But because you borrowed 20b 8 yrs ago, your debt on that road is less than N20b because you would have started paying it off and you have a road. Either way you will be paying interest on N20b not 100b.

Furthermore if you have commited the states finances to servicing a loan to build a road that everybody is benefiting from, then there is less money for your successor to steal if he is a crook. If you didn’t build that road and your successor is a crook, the whole 20b is available for stealing, you have no road and he can enrich himself without doing any work. But if you have borrowed and built a road (I.e you have something to show for the borrowing) he has to work hard to raise revenue if he wants to steal not that you left east money for him to steal and no road for the people.

In an inflationary environment that Nigeria is it is always better to borrow for projects as much as possible specifically local currency borrowing because by the time you are paying because your repayments are fixed and in time the currency is devalued so you are not really paying the true value.

Simplified example: If you borrowed 5m to buy a car 10 yrs ago and your interest is 10% pa. You likely would have dlfinished paying off the loan by now and you have a car that because of inflation is probably worth even more than the N5m you paid 10 yrs ago. To buy the same car new today you probably need N40-50m. Even if you are still paying off the loan, your interest every year is only n500k but if you were to acquire the same car today, you would have to pay N5m in interest every year or find N40-50m in cash.

As long as the debt is used judiciously to serve the need of the people then it's perfectly OK.
Do you know how roads and other infrastructures are built even in the US? Most are done via land and debts some are in form of direct loans from banks but most are in form of bonds which are also loans that have to be paid back by the people through the govt over the years.
The city of Atlanta, the state of Georgia and many counties are always issuing new binds to finance new capital projects. These bonds will be paid back over the years.
The US govt is the most indebted govy on Earth by a very wide margin. No one is even close.
