And from all accounts started post 1970s/80s when militias apposed to governments started operating along the borders and in strongholds demanding levies from locals within their sphere of control.

But Sicilian mafias have existed pre world war 1, Yakuza and triads likewise and the rise of the eastern European mafia was after world war II. And all these organisations started out as protection rackets
