Director Of Lands Or Minister Of FCT, Who Allocates Land In The FCT? by Eteka1(m): 2:45pm On Apr 04
This question has become imperative because of the recent controversy between Nicholas Ukachukwu and the Ministry Of The Federal Capital Territory over the ownership of 215 Hectres of Land in Asokoro.

While Ukachukwu has been threatening fire and brimstone and even playing the ethnic card, the Minister of the Ministry Of The Federal Capital Territory recently clarified in a chat with the Media that the documents presented by Ukachukwu shows that a Director of Lands allocated the Land to him in June 2023 (when no Minister was in office in the Ministry). Consequently the documents were not signed by any Minister of FCT. Which in the eyes of the Ministry makes the purported allocation a nullity.

Hence the following question.
(1) Does a Director of Lands in the Ministry have such powers to allocate land to anyone?

(2) If the Director has no such powers, can Nicholas Ukachukwu then Legally claim ownership of the Land having been wrongfully allocated?

It's just like a director or a commissioner of lands in the state allocating land in the state...Do you know that even with the allocation, the governor may decide not to approve the c of o.

Though Wike is a minister, in land matters, he has the power of a state governor...All lands in the FCT are in charge of the president..Wike is simply representing the president.Wike will issue the c of o on behalf of Mr. President... Questioning Wike on land matters in Abuja is like questioning Mr President.

I was expecting to hear from those with a penchant for insulting Wike even for doing his job. They should come and tell us their option about the facts of the matter. Not every time abuse, insults, name calling, ethnic sentiments.

1. No
State lands are allocated by the Governor,
Federal lands by the Minister of Works
FCT lands by the FCT Minister (both Federal Ministers on behalf of the President and CinC)

2. Unfortunately, No.
Ignorance is not an excuse under the Law.

It's the FCT Minister who allocates lands in the FCT.

AGIS, Ministry of Lands, etc only carry out land administrative functions and none of the directors in any of these agencies or ministries has the power to allocate or approve land allocation.

Without the consent of the Minister of The FCT first had obtained, such allocation is null & void ab initio.

The FCT Minister is the one that will approve the allocation of land in the FCT, same way He is the only one that can sign CofO.. The Ukachukwu brothers should find a way to solve this matter with the Minister before things escalate more than this.... They are the ones at the losing end because if Wike starts looking deeper into their deals in Abuja, I fear what will be the end.

A director general, not just director, at the FCDA can allocate land in the absence of the minister or when there is a power vacuum. The director general is there to fulfill all minister's duties in his absence. That's why when a minister and the state ministers are removed, fired or during transitioning, the president always advise them to handover to the most senior director.

That is what will happen to them after coming out to attack the personality of the Minister. Those ethnic groups giving ultimatums are not doing the brothers any good.

Wike said they presented a documents that did not have a Ministers signature.
Are they the only developer that attend the meeting with FCT minister? How come they're the only ones with a documents not well signed by who the law recognized.

Ministers mostly handover to Permanent Secretaries and not Directors

These guys have been in the real estate business for decades. As at 2003, he was given a national award. Where was wike in 2003, Probably doing agbero work in obiakpo

Wike is a drunkard. The office he is occupying today is meant to serve the people, not a to go about intimidating people.

He is calling others land grabbers because he himself grab lands as governor of Rivers state

He is fighting everyone. He is fighting legitimate real estate developers in Abuja, he is fighting his FCT senator, he is fighting Sim fubara, he is fighting with Peter odili and other rivers elders

How did Wike threaten them? Also, remember that during the Media Chat, Wike was the one complaining that the man wrote to Mr President saying that the land is being taken from him because he is Igbo. Wike also complained that the man's brother sent him a text message saying that he Wike and his his Ikwere brothers want to deal with all Igbos. Wike wasn't happy that the man was bringing ethnicity into it.

Didn't you read the account of the ukachukwus

There have been meetings before wike came air.
Do you know what transpired in those meetings. Didn't you hear that wike want to collect the lands and give it to his Lebanese friends

Wike is telling you what you want to hear. To Whip up ethnic and tribal sentiment.

Wike is a notorious land grabber. He grabbed choice lands in and around Portharcourt

That person you're quoting is an Ethnic jingoist, he will always find a way to claim that those Brothers are been punished because of their ethnicity. He will not see anything bad in acquiring the land through the back door. The FCT authority should sack the Director that signed the allocation and sue him for economic sabotage.
