That is not what happened. Madueke wanted to take it but Jackson approached him I guess. Palmer got up and took it from Madueke and Conor Gallagher (captain) had already stepped in telling them Palmer is their PK taker.
Jackson wanted Madueke to take it which is why after Palmer took it off Madueke, he wanted to protest but got pushed away by Palmer and Gallagher blocked his path to confront Palmer. Madueke also had to calm Jackson down.
