One, the "most" in the sentence indicates that some women who say that men are scum do not fight over men. Two, "the" (most of the...) indicates that not all women say that men are scum. So, your response is unnecessary or even baseless.

Having considered the report and recommendations of the Students' Disciplinary Committee, the University authorities have taken the following decisions:
