This is staggering when compared with the country’s estimated 163 million population. Relative poverty is the comparison of the living standards of people living in a given society within a specified period of time. It is the most acceptable poverty measurement which has been adopted by the NBS for many years. Apart from the relative poverty index, other poverty measurement standards are absolute measure, which puts the country’s poverty rate at 99.284 million or 60.9 per cent; the dollar per day measure, which puts the poverty rate at 61.2 per cent; and the subjective poverty measure, which puts the poverty level at 93.9 per cent. Instructively, all the four methods used in measuring poverty by the NBS pointed to the fact that there was disconnect between the country’s Gross Domestic Product growth rate of 7.75 per cent and the high poverty rate. The relative poverty figure of 112.5 million, which was contained in the 2010 poverty profile report of the agency, was released in Abuja on Monday. It represents 69 per cent of the country’s total population. The 26-page report, which provides details of poverty and income distribution across the country, put the 2004 poverty measurement rate at 54.4 per cent. The Statistician-General of the NBS, Dr. Yemi Kale, while unveiling the report, noted that the figure might increase to 71.5 per cent when the 2011 figure is computed. “The NBS estimates that this trend may have increased further in 2011 if the potential impacts of several anti-poverty and employment generation intervention programmes are not taken into account,” he said. In arriving at the 2010 figure, the NBS boss said data from 20 million households having an average of between four to six family members were collected. The agency has yet to carry out a survey of the 2011 poverty level as funds for the exercise are still being expected. According to the report, the North-West and North-East recorded the highest poverty rates in the country in 2010with 77.7 per cent and 76.3 per cent respectively. On the other hand, the South-West geo-political zone, according to the report, recorded the lowest at 59.1 per cent. Among the 36 states of the federation, the report stated that Sokoto had the highest poverty rate (86.4 per cent), while Niger had the lowest at (43.6, per cent). As at 2004, Jigawa State had the highest poverty rate (95 per cent), while Anambra, with a poverty rate of 22 per cent, was the least poverty-stricken state. Kale said, “In 2004, Nigeria’s relative poverty measurement stood at 54.4 per cent but increased to 69 per cent or 112.518 million Nigerians in 2010. “Using the absolute poverty measure, 54.7 per cent of Nigerians were living in poverty in 2004 but this increased to 60.9 per cent or 99.284 million Nigerians in 2010. Continuing, he said, “The NBS adopts the relative poverty measurement for monitoring poverty trends in the country. “It remains a paradox, however, that despite the fact that the Nigerian economy is growing, the proportion of Nigerians living in poverty is increasing every year.” Asked why the impact of the country’s high GDP growth rate had not translated into poverty reduction, Kale said, “Economic growth is not development. If you look at our GDP numbers, you will see that agriculture, wholesale and retail trade, and oil and gas constitute over 70 per cent of that growth. “How many people can those three sectors employ? Not many. Agriculture is largely subsistence in nature because the local farmer is not looking at employing people and it is when agriculture is commercialised that it will be employment generating and poverty reducing.” He also said that income inequality had risen from 0.429 in 2004 to 0.447 in 2010.

The Benue Commissioner of Police, Hyacinth Dogala, gave the warning in Makurdi on Tuesday while parading suspected criminals arrested within the first six weeks of his assumption of office. He condemned jungle justice as barbaric and unlawful. Dogala advised that “all suspected criminals arrested must be handed over to the police or any other security agency for investigation and prosecution.” The commissioner of police said that jungle justice often exposed innocent citizens to unwarranted attacks and harassment. The police boss warned that “anybody caught in the act of jungle justice will be arrested and prosecuted.” He assured that the command was intensifying its patrol around the highways and the nooks and crannies of the state to reduce the crime rate. Dogala said the command had revived its urban patrol to make use of foot patrol officers and assured that they would be deployed to street corners to contain crimes. The command paraded 15 suspected criminals including a suspected kidnapper.

This revelation was made yesterday by the leader of the Association of the Federal Government Doctoral Candidates in Russia, Godwin Ezinkwo, during an interactive session with the House of Representatives Committee on Diaspora Affairs. Ezinkwo who stated that there are about 150 under graduate and 10 post-graduate students currently studying in Russia on the FG scholarship said that this is the worst form of scholarship by the Nigerian government. Ezinkwo informed the committee that for six months now, they have not been paid their allowances, a situation that made them to beg their counterparts from other African countries like Ghana , Zimbabwe and the rest for assistance. He said that the students also suffer in terms of accommodation because most of them are yet to pay for their houses, adding that they currently face eviction. “Russia is a very hostile country in terms of weather and other things. It is very embarrassing and difficult tocope. Nigerian students are now living at the mercy of other African scholarship students like Ghana, Zimbabwe and all that. They lend money to us, so Nigerian students are like beggars. They’re begging, if one has to use that word. It’sas bad; begging other students from African countries. It’s demoralizing. “We also have to bring up the issue of accommodation.The agreement in its raw form provides accommodation for students, but unfortunately some of the host countries do not honour this agreement. Students are made to pay for accommodation, but they’re unable to pay for the accommodation, because their stipends and remittances for at least six months have not been paid. CrudeGH: Nigeria Economic Update: World Bank Cites Positive Economic Trends and Progress in Poverty Reduction July 22, 2014 ABUJA, Nigeria, July 22, 2014 – Nigeria’s short term macroeconomic outlook improved in the first half of 2014 relative to 2013, says the World Bank in its new Nigeria Economic Report (NER) launched today in Abuja. The report indicates that revenues to the federation have increased, foreign reserves have stabilized, the Excess Crude Account (ECA) has been augmented, and prospects for growth are stronger than last year. The re-based GDP estimates reveal a larger, more dynamic and complex economy than did previous statistics. The report however, stresses that macroeconomic risks remain due to uncertainty about future oil output, oil prices, and short term capital flows. The NER analyzes new data from household surveys in 2010/2011 and 2012/2013 to reassess poverty and living standards in Nigeria and concludes that poverty rates in Nigeria are likely significantly lower than previously believed, and progress toward poverty reduction may be stronger. According to the report, poverty reduction in Nigeria appears to be primarily an urban phenomenon, with poverty rates in rural areas higher, and poverty reduction slower. While recent panel surveys indicate that the per capita national poverty rate based on the official poverty line may now be as low as 33.1%, a large share of the Nigerian population is still not far above the poverty line, indicating vulnerability. “The combination of the new GDP and poverty estimates is valuable in giving us what we believe to be a clearer picture of development and poverty reduction in Nigeria,” said John Litwack, Lead Economist and Acting Country Manager of the World Bank. “Both sets of numbers indicate the prime importance of urban areas for growth and poverty reduction.” The NER also highlights continuing differences between Nigeria’s regions in poverty reduction.
