On 21st of october,2013,the president of the federal republic of Nigeria Dr. Goodluck Ebele Jonathan made a statement on 'corruption in Nigeria'.
In concluding this statement,he made a quote which says "stealing is not corruption"
Please I need further clarification on this, is it true?

Yes, it is true. By this statement he simply legalized corruption
