That is similar to the apple's icloud activation lock. can be bypassed in a few minutes without even loosing user data.
The lock data is locally stored in the device framework that is a mistake on google side. The the security should be remotely.

also by imei change. I tried on my note 4 today it worked.

I use cereberus security app, rooting and installing through recovery would survive a factory wipe.

Back up your contacts to your google account so you don't lose them when your phone is stolen.
If you use a BlackBerry you can even back up your contacts and other info on the smartphone after it has been stolen.

People now store their contacts on Google. All my contacts are backed on my gmail account so no worries about phone theft. This new feature just killed everything.

It's way different. Atm card will always have a pin, how many thieves know the OS of the phone with you let alone the version?

Gmail is alwaya there for you for Contacts Synchronization.

Other APks are there too for backup.
