Are you still in the other country u visited and overstayed? If yes , no US embassy in any country will give u visa while u are illegally in another country.
Will the overstaying be a problem? Yes of course. You have demonstrated that you cannot be trusted.
Your other question 'What are the changes in you'?! Now I don't truy understand. Let me dig dipper into my inner mind . Ok . Do u think they will ask u what are the changes in your life since your last application? Bros nobody go ask u that. Your ds160 speaks for itself

What u have to understand is that refusals are not based on what / who u have in yankee but what/who u have in Naija_ I.e home ties. That is the basis of been given. So basically between tuesday and today, has anything changed in your personal life/ home ties?

You could be much worse off if you use his invitation.
Having a close relative and ex soldier suddenly appear that you did not mention last time looks like you were hiding things!
If the visa officer suspects deception on your first application it could be bad.

Bro since you did not state in your previous application that you have a Relative there, will advice you not to put any relative in your next application cuz if you do so that is an automatic denial!

What I Think you should do is this: Chill and wait till after three month of your previous application and reapply with your family for vacation and make sure you maintain not having any relative there!

You might stand a better chance by going with your family!

They should wait for two days, probably by Saturday or Sunday their Visa fee receipt would be reactivated.

See what they need to do below:

-They should fill a new DS 160 form which will generate a new barcode or better still they should retrieve the previous application and click create a new Application which will also generate a new barcode for them and they wont have to refill their details again except their travel plans.

-After completing the form they should log in to the appointment page and Update their profile with the New DS-160 Barcode respectively then book a new appointment date with the visa fee receipt number.
