You have to set up the keyboard and assign a dedicated button (e.g lower volume key) to call it up during gameplay. You also have to make it your default keyboard. Then whenever you press the dedicated key, the gamekeyboard will pop up. Then you can type the cheats.
Every cheat requires a device that supports a keyboard (real keyboard with a tablet or virtual keyboard on a phone). On some android devices you can hold Menu for a virtual keyboard to appear. Then, enter one of the following codes during game play or while paused to activate the corresponding cheat function. Note: To use the game keyboard on some devices,
enter the "Settings" menu, then scroll down and change your hot key so that when you slide your finger on the screen, it switches from the game pad to the game keyboard.

Here is a step by step guide on a solution I found really helpful using a gaming mechanical keyboard:

First Open the Game Keyboard before opening the GTA

Sept 1 Enable the Game keyboard from the
Step 2 Tap and select Game Keyboard as active input method
Setp 3 Change the Keyboard as CM keyboard
While there is no issue while the Game Keyboad open than
While the Gamekeyboad enabled keyboard on Home
While the Game Keyboad is open Lunch GTA now
If you are on the The Game keyword change it to CM keyboard

Start GTA now

Try to type the Keyboad from the keyboard now you done well

All Cheats should now be working very well
