Guy, this is not a matter of argument. The US President has launch codes; but his codes are not enough to launch any missiles. Other officials have to provide their own codes; meaning they have to agree with the US President. The US President cannot just wake up in the middle of the night and start launching missiles while sipping on a glass of margarita.
